Position Overview
Position located in the Finance Section, Business Operations Division. Examples of Duties:
This position is responsible for the overall management of the Budget/Finance Team and for the day‑to‑day operations of this section within the DSS Business Operations Division and its subordinate employees. The purpose of this position is to provide analytical and consultative work that assists the management team and staff in budgeting, planning and evaluating human services programs. This employee works closely with members of the agency’s management and must be able to advise them to assure that sound fiscal decisions are made throughout the agency.
This position also serves as a liaison to the State and County fiscal/budget management staff and represents the Agency in working through procedures and processes that are shared between these offices. This position reports directly to the Division Director of Business Operations under the leadership of the DSS Director. This position completes specialized management studies, identifies and reviews performance measures related to the agency strategic plan and is responsible for providing management with data which will assure the agency is able to respond strategically and logically to business needs, trends and the changing needs of customers.
Graduation from a four‑year college or university, preferably with a major in business, public, or hospital administration, and five years of administrative experience involving participation in the planning and management of a business or governmental program; or nine months of graduate training in an accredited school of social work and four years of supervisory or administrative experience in social work; or an equivalent combination of education and experience.
Knowledge,Skills and Abilities
Ability to interpret and apply Federal and State fiscal policies and regulations; ability to analyze and correct financial problems and bookkeeping errors; to establish effective working relationships with the public, agency, and County personnel; and ability to prepare interpretive or analytical accounting or financial statements and reports. Considerable knowledge of accounting principles and practices; and considerable knowledge of governmental accounting methods, procedures, and financial practices.
The authority of this position is governed by the agency director.

- 2‑4 years of service: 4.37 hours per pay period = 120 hours (15 days)
- 5‑9 years of service: 5.33 hours per pay period = 144 hours (18 days)
- 10‑14 years of service: 6.28 hours per pay period = 168 hours (21 days)
- 15‑19 years of service: 7.24 hours per pay period = 192 hours (24 days)
- 20+ years of service: 8.19 hours per pay period = 216 hours (27 days)
- All Employees: 3.42 hours per pay period = 96 hours (12 days)
State recognized holidays off:
New Year’s Day, ML King’s Birthday, Good Friday, Memorial Day, Independence Day, Labor Day, Veteran’s Day, Thanksgiving Day (2 days), and Christmas Day (3 days).
$0.54 reimbursement per mile driven using personal automobile for company business.
Driver’s LicenseIf you presently have an out-of‑state license, you must obtain a valid NC Driver’s License prior to beginning employment with Cumberland County DSS.
