Overview
The Budget and Performance Department is seeking a motivated and detail-oriented Budget Specialist to support the responsible and equitable stewardship of public funds that sustain vital county services. This position plays a key role in the development, preparation, and administration of the County’s annual budget, working collaboratively with leadership and in accordance with the Local Government Budget and Fiscal Control Act.
The Budget Specialist will provide essential administrative and operational support, including assisting with budget tracking, contract and invoice processing, timesheets, and related financial documentation. The role also coordinates meetings, travel, and training logistics for the department. In addition, this position serves as a backup to the County Manager’s Executive Assistant, offering an opportunity to work closely with county leadership and contribute to effective and impactful fiscal operations.
Responsibilities- Under general supervision, assist budget staff with development, preparation, and administration of County budgets
- prepare budget amendments and submit for review and placement on the consent agenda; review/edit agenda items prior to submission
- Monitor and update the budget amendment tracking system and review amendments for compliance
- Work with budget staff to analyze operating budgets to identify trends affecting future budget needs
- Assist with preparation of reports and data analytics to support recommendations
- Review expenses, revenue items, and budget requests of assigned departments
- Reconcile request with previous years and work with department head and budget staff to resolve discrepancies
- Provide support to the County Manager’s office including answering phones, greeting visitors, providing information, and performing basic administrative tasks as requested
- Graduation from an accredited two-year college or technical school with a degree in Accounting, Finance, Business Administration, or related field and two (2) years of experience in accounting or related budget development; or an equivalent combination of education and experience.
- Knowledge of public accounting practices and procedures
- Knowledge of laws, rules, regulations, policies, and practices to follow in the accounting function
- Knowledge of accounting systems, policies, and procedures
- Knowledge of computer operations and applications related to accounting and financial analysis and reporting
- Knowledge of the use of spreadsheets for fiscal trend and analysis
- Skilled in general operations; basic accounting concepts and statistical principles
- Skills in using computer software applications, maintaining logs, preparing reports, and composing correspondence
- Ability to understand, interpret, and apply laws, policies, grant requirement, in the development and maintenance of a variety of financial records and reports
- Ability to use a calculator and a computer for the maintenance of accounting and other fiscal records
- Ability to verify account and other financial documents and forms for accuracy and completeness
- Ability to establish and maintain effective working relationships with department heads, vendors, employees, and the public; and ability to communicate effectively in oral and written forms
