Overview

JOB OPENING CITY OF FARMINGTON — Water/Wastewater CIP Administrator. Department:
Water-Wastewater.

Location:

West Annex, 805 Municipal Drive (1st Floor). Hiring range: $96,298.00 – $ annually.

Working hours:

8:00 a.m. – 5:00 p.m., Monday – Friday. Applications will be received until filled.

Responsibilities
  • Operate under the supervision of the Public Works Director and maintain effective relationships with employees, officials, and the public.
  • Assist in department operations and city business using strong customer service and communication with the department director, Mayor, City Council, and City Manager.
  • Direct and manage the division’s design services, personnel, and budget within city policies and procedures.
  • Oversee recruitment, hiring, performance evaluations, discipline, and related personnel actions under the City’s personnel ordinance.
  • Provide financial oversight of the Water Fund and Wastewater Fund; analyze operational data and review rate structures to ensure financial stability.
  • Coordinate with Customer Service to address inquiries and resolve customer concerns promptly.
  • Prepare and defend annual budgets for Water Fund and Wastewater Fund; manage the division’s budget to comply with the city’s financial plan and applicable laws.
  • Develop five-year CIP and 30-year capital plans for water and wastewater funds; forecast budgets, cash flow, and track grants; integrate grant-funded projects into planning and timelines.
  • Ensure alignment of Water/Wastewater CIP with other departments and provide coordination across Community Works Department.
  • Interpret engineering reports, master plans, and facility plans to communicate needs to contractors.
  • Oversee compliance with local, state, and federal regulations related to water and wastewater capital improvements; plan long-range infrastructure upgrades and system reliability improvements.
  • Identify and pursue federal, state, and regional funding opportunities (e.g., SRF, CDBG-I, EPA, USDA) and prepare grant applications with technical narratives and budgets.
  • Represent the Department at Farmington Public Utility Commission and City Council meetings; prepare persuasive technical proposals and presentations.
  • Coordinate interdivisional and interdepartmental activities to maximize effectiveness and efficiency.
  • Perform other related duties as assigned; attendance is an essential function of the position.
Qualifications
  • Drug and alcohol testing policy compliance (pre-employment, post-accident, reasonable suspicion, return to duty, follow-up); extensive background checks may apply.
  • Bachelor’s degree in engineering or closely related field;
    Master’s degree in public administration, management, planning, or related field may substitute for two years of experience.
  • A P.E. license is required within two years of hire, or an Operator Level 4 in water and wastewater may be substituted as equal.
  • Ten (10) years of management experience preferred.
  • Valid driver’s license with acceptable driving record for the past three years.
  • Extensive knowledge of water and wastewater utility operations, budgeting, personnel administration, and applicable laws and regulations (e.g., Safe Drinking Water Act, Clean Water Act).
  • Strong written and oral communication skills; ability to present to councils and stakeholders and work with diverse teams.
  • Ability to plan, organize, supervise, and evaluate staff; proficiency with basic computer software (word processing and spreadsheets).
Tools and Equipment
  • Personal computer, motor vehicle, calculator, 10-key, phone, copy and fax machine.
Physical Demands

The position requires office work with occasional field duties; frequent driving between City facilities and project sites. Ability to operate standard office equipment and perform typical physical tasks as described in the job posting.
