Under general direction, the Public Works Services Manager plans, organizes, and implements public works maintenance and operations functions, including street maintenance (sweeping, plowing, ice removal, maintenance and repair), hydrants, water mains, sanitary sewer collection system, storm sewer collection system, and pump stations to ensure effective and efficient operations and quality services to the community. The incumbent supervises the activities of public works supervisors responsible for carrying out and maintaining city operations functions.

The Public Works Services Manager supervises approximately 62 FTE staff and manages a unit budget of approximately $9.5 million.

Essential Duties and Responsibilities:
  • Develops, recommends, and implements operating policies, procedures, and programs within the Division to accomplish departmental goals and objectives.
  • Collaborates with the Director of Operations to research and write operating policies and procedures.
  • Establishes expectations and implements approved policies and procedures.
  • Develops and maintains databases and records; prepares reports related to division activities as required.
  • Prepares reports and correspondence regarding divisional activities, achievements, and submits them to the Director; assists in preparing presentations and reports for the City Commission.
  • Serves as backup to the Director of Operations in their absence.
  • Plans, prioritizes, coordinates, and evaluates daily operations and activities of the Division to ensure effective service to the community.
  • Reviews daily plans with subordinate supervisors and plans large-scale projects.
  • Ensures supervisors understand and implement policies and procedures.
  • Coordinates operations and projects with other department divisions.
  • Provides supervision and leadership to department personnel, participating in hiring, transfers, disciplinary actions, and performance management.
  • Sets goals, monitors performance, and fosters a positive work environment.
  • Conducts ongoing feedback, coaching, mentoring, and formal reviews.
  • Provides training and work direction, ensuring compliance with department and city rules, safety practices, and job objectives.
  • Plans work schedules to meet department demands while controlling overtime costs.
  • Encourages employee growth through training and development.
  • Manages the department budget, providing input on annual and multi-year budgets, analyzing expenditures, and monitoring spending.
  • Communicates professionally with staff, the public, vendors, and other departments, including negotiations and relationship management.
  • Addresses citizen concerns and issues, maintaining positive community relations.
  • Represents the City in meetings with outside agencies, consultants, media, and the public.
  • Prepares and administers service, equipment, supply, and contract-related activities, including writing specifications, coordinating RFPs, and reviewing contractor work.
  • Performs other duties as assigned.
  • The position requires a Bachelor's degree in civil or construction engineering/management or a related field, five or more years of experience in public works operations and maintenance, including supervisory experience, or an equivalent combination of education and experience. A valid commercial driver's license with appropriate endorsements is required.

    Knowledge, Skills, and Abilities:
    • Knowledge of civil or construction engineering and management principles.
    • Knowledge of municipal public works maintenance operations, including equipment, labor, and materials.
    • Knowledge of governmental administrative procedures such as budgeting, purchasing, and policy formulation.
    • Knowledge of human resource management practices.
    • Skills in organization, prioritization, management practices, and computer applications including Auto Cad, Arc Map, GIS, GPS, and databases.
    • Effective verbal and written communication skills and strong public relations abilities.
    • Ability to select, train, supervise personnel, and establish effective working relationships.

    Most work is performed in an office environment with some field activities, including exposure to adverse weather, fumes, chemicals, and traffic. The role involves standing, walking, fingering, grasping, talking, hearing, seeing, and repetitive motions. It is classified as light work, exerting up to 20 pounds of force occasionally.
