Overview

Position:
Public Health Preparedness Planner (PHPP). The Central Nevada Health District (CNHD) is the lead agency responsible for protecting lives and promoting healthy lifestyles in several rural communities in Nevada. The PHPP is responsible for planning, developing, coordinating, implementing, and evaluating plans and operational documents for incident response in accordance with the CDC's Public Health Emergency Preparedness and Response Capabilities. The Planner designs and implements emergency preparedness and response trainings, assists with trainings and exercises, and participates in coordinated response activities during all-hazards emergencies.

Regular travel to clinics in Fallon and other counties (Eureka, Pershing, Mineral) is required. This position works under the CNHD Administrator and Health Services Officer and reports under general supervision to develop and implement components of bioterrorism, emergency, homeland security, or public health preparedness and response plans, with additional environmental health services support as needed.

Distinguishing Characteristics This position develops a full scope of preparedness plans with a high degree of independence, providing support for all Divisions within CNHD and working in coordination with the CNHD Public Health Preparedness Manager under the direction of the Administrator.

Essential Functions
  • Demonstrates regular, reliable, and punctual attendance.
  • Writes and develops required public health emergency preparedness and response plans.
  • Plans, coordinates, and promotes projects; provides logistical support for planning workshops, meetings, educational events, and preparedness training exercises.
  • Assists with planning and logistics of Point of Distribution (POD) events, including involvement in the actual event.
  • Implements public health emergency preparedness and response plans; coordinates with city and county emergency management and other leaders; ensures plans are integrated with those of other local agencies.
  • Participates in healthcare coalition activities.
  • Offers to sit on the Local Emergency Planning Committee (LEPC) of each county in the health district jurisdiction.
  • May participate in National Pharmaceutical Stockpile efforts.
  • Coordinates CNHD personnel in response exercises and community disaster training activities.
  • Assists in developing fact sheets about bioterrorism and other public health emergencies for public use.
  • Monitors program and financial activities and provides written and oral reports as required.
  • Responds to man-made or naturally occurring outbreaks or events including biological, chemical, infectious, and/or communicable diseases.
  • Assists in developing a volunteer response program such as a Medical Reserve Corp (MRC).
  • Attends meetings and maintains liaisons to ensure preparedness efforts.
  • May perform routine compliance inspections of facilities (e.g., food establishments, schools, child-care facilities, hotels, septic systems, vector/animal surveillance, and other environmental health issues).
  • Ensures all Division work is documented and aligned with the Public Health Accreditation Board (PHAB) as directed by the Administrator and Managers.
  • Demonstrates courteous and cooperative behavior with elected officials, clients, visitors, and staff to promote a harmonious workplace.
  • Operates standard office equipment and may operate department-specific equipment after training.
  • Represents the county and District with dignity, integrity, and cooperation.
  • Provides programmatic support to the Environmental Health Services Division, including inspections, reviewing construction plans, and assisting with routine operational activities.

Qualifications

Education and Experience

Education equivalent to graduation from an accredited college or university with a bachelor’s degree in science, public health, epidemiology, nursing, or emergency preparedness is preferred; AND two years’ experience in emergency management activities, or an equivalent combination of education and experience. A transcript of college coursework must be included with the application.

Knowledge Of

  • District policies and procedures.
  • Applicable regulations related to public health preparedness.
  • Emergency preparedness including All Hazards Preparedness, National Incident Management System, and Incident Command System.
  • Health District operations and activities.
  • Various disaster plans and federal guidelines for bioterrorism response.
  • Basic statistical methods.
  • Ability to learn computer applications related to the work.
  • Techniques for dealing with diverse populations and effective communication in English, both orally and in writing.
