Department Overview

The Department of Resource Management is a comprehensive agency comprised of the Environmental Health Services, Building and Safety, Planning Services, Public Works, Parks and Administrative Services Divisions. The department provides for the well‑being of Solano County residents and the public at‑large through administration and enforcement of Federal, State, and Local laws and policies pertaining to environmental health, building construction, land use planning, transportation and recreation.

Health Services Division Programs
  • Consumer Protection Program – includes food facilities, pools & spas, body art, and public events
  • Technical Services Program – includes drinking water wells, septic systems, and solid waste handling and disposal
  • Hazardous Materials Program – includes above ground and underground storage tanks, hazardous materials & hazardous waste management, and emergency response
Position Title:

Environmental Health Specialist (Entry/Journey)
Responsibilities

Environmental Health Specialist (Entry) – learn to conduct inspections, investigations, and evaluations. Review plans and reports, prepare written records, process permits, and assist the public by providing information to ensure compliance and enforcement of Environmental Health and Safety regulations. This entry level class is in training to qualify for testing and registration as an Environmental Health Specialist with the State of California.

Environmental Health Specialist (Journey) – work independently under general direction of the Environmental Health Supervisor to provide enforcement and consultation for a broad range of Environmental Health and Safety laws and regulations. Conduct inspections, investigations, and evaluations, process permits and provide information to the public to ensure compliance with health and safety codes and regulations.

Education and Experience Requirements Environmental Health Specialist (Entry)
  • Must have a current evaluation letter from the State of California Department of Health Services stating certification for employment as an Environmental Health Specialist Trainee, which includes possession of a Bachelor’s degree from an accredited four‑year college or university, meeting California Health and Safety Code Division 104, Part 1, Chapter 4, Article 1 Section 106600.
  • No experience required.
Special Requirements (Entry)
  • Appointments at the entry level are not expected to be continued for a period longer than three years. Failure to gain Registration as an Environmental Health Specialist within three years of appointment will result in termination.
  • Possession of or the ability to obtain a valid Class C California driver’s license.
Environmental Health Specialist (Journey)
  • A Bachelor’s degree from an accredited four‑year college or university, meeting the requirements of the California Health and Safety Code Division 104, Part 1, Chapter 4, Article 1 Section 106600.
  • One (1) year of experience at the level of Environmental Health Specialist (Entry).
Special Requirements (Journey)
  • Must be registered with the State of California as a Registered Environmental Health Specialist in compliance with Division 104, Part 1, Chapter 4, Article 1 Section 106600.
  • Possession of or the ability to obtain a valid Class C California driver’s license.
Salary
  • Environmental Health Specialist (Entry) – $36.98 – $44.95 hourly
  • Environmental Health Specialist (Journey) – $42.82 – $52.05 hourly
