Department Overview

The Department of Resource Management is a comprehensive agency comprised of the Public Works, Building and Safety, Planning Services, Environmental Health Services, Parks, and Administrative Services Divisions. The department provides for the well‑being of Solano County’s present and future residents and the public at‑large through administration and enforcement of Federal, State, and Local laws and policies pertaining to transportation, building construction, land use planning, environmental health, and recreation.

The Environmental Health Services Division is responsible for protecting public health and the environment by implementing environmental health programs in three broad areas:

The Consumer Protection Program
, which provides assistance for consumer‑oriented facilities and the health and well‑being of County residents.

The Water Protection and Waste Management Program Technical Services Program
, which includes water, wastewater, and land use.

The Hazardous Materials Program
, which protects the environment and public health. The Hazardous Materials Section is the Certified Unified Program Agency (CUPA) for all of Solano County and regulates all of the program elements of the Unified Program in Solano County by issuing permits, inspecting facilities, investigating complaints, performing enforcement as necessary, and assisting both the business community and the public.

Position

Hazardous Materials Specialist (Entry):
Salary Range: $36.98 - $44.95/hour

This is the entry level in the Hazardous Materials Specialist series. Under close supervision, incumbents perform inspections and investigations, and provide enforcement and consultation for a broad range of Hazardous Materials / Hazardous Wastes regulations included in the Certified Unified Program Agency (CUPA) program, and other environmental health programs that do not require registration as a Registered Environmental Health Specialist (REHS).

As incumbents gain experience, they are assigned routine inspections and investigations to perform more independently, but remain under review by the supervisor. Incumbents receive training through an education and training program established in conformance with State Regulations so as to qualify for State Underground Storage Tank (UST) Inspector testing and certification.

Hazardous Materials Specialist (Journey):
Salary Range: $42.82 - $52.05/hour

This is the journey level, professional classification in the hazardous materials specialist series. Incumbents work independently under general direction of the Hazardous Materials Supervisor and regularly apply their knowledge and experience in the regulation, permitting, inspection, emergency response, education and enforcement in such areas as hazardous materials management, hazardous waste management, hazardous materials incident response, UST’s, and AST’s. This class may assist with the permitting, inspection, and enforcement work for Spills and Leaks Investigation and Cleanup program site assessment and cleanup, RMP submissions and inspections for extremely hazardous materials, and other related programs.

Incumbents may assist in preparing and presenting education material related to the program elements and compliance to staff, other agencies, and businesses subject to CUPA regulations.

The eligible list established from this recruitment will be used to fill full‑time and part‑time regular, limited‑term or extra‑help positions as vacancies occur or the need arises.

Responsibilities

Entry Level Responsibilities – Perform inspections and investigations under close supervision; assist in enforcing hazardous materials regulations; provide consultations; participate in state certification training.

Journey Level Responsibilities – Work independently on inspections, permitting, emergency response, education, and enforcement; support Spills and Leaks Investigation and Cleanup program; prepare and present education material; assist in RMP submissions and site assessments.
