Position: Intake Officer (Probation Counselor II)

Job Announcement

In the Juvenile Intake unit, within the Intake Division, this position is responsible for providing civil and criminal intake services for cases involving juveniles. Duties include establishing jurisdiction, venue and probable cause, determining appropriate offenses, as well as whether the case will be handled through diversion or formal court action with the issuance of a petition. Decisions are made in accordance with the Code of Virginia, the Department of Juvenile Justice (DJJ) standards, Court Services Unit (CSU) policies and procedures, and the use of agency‑approved screening tools.

As part of those decisions, the intake officer supplies diversion services, which may include informal counseling, referrals to other agencies or appropriate community resources, placing the youth on a diversion contract, or setting the case for an informal hearing. If the decision is to proceed formally, the intake officer generates legal paperwork that becomes part of the juvenile's legal file. Attention to detail and data entry in DJJ and CSU databases are essential.

Juvenile Intake is a mandated service; the position is identified as essential and requires reporting to work regardless of inclement weather, county closures, or holidays.

Counseling and Treatment Services
  • Conduct intake interviews and supervise offenders/defendants through office and home visits to verify compliance with court orders.
  • Formulate treatment or rehabilitation plans and present written or oral recommendations for behavioral adjustment.
  • Supervise and monitor community service requirements; schedule payments, collect court costs and restitution; monitor urine tests.
  • Supervise visits or exchanges according to court orders or other relevant agreements.
  • Provide intensive supervision, monitoring, counseling and treatment of juvenile and adult offenders.
  • Interview offenders, families and related persons to determine adjustment difficulty.
  • Refer offenders/defendants to other agencies or facilities; maintain liaison with service providers to coordinate evaluations.
  • Conduct field investigations; testify in court and provide required written reports.
  • Document and maintain prescribed records of casework services and periodically compile related statistics.
  • Aid clients in obtaining employment; arrange court appearances; inform clients of available community resources; arrange appointments for medical examinations and psychological testing.
  • Cooperate with representatives from state and local social service and law enforcement agencies in mutually interested cases.
  • Compose and dictate case records, petitions and correspondence.
Intake Officer
  • Provide intake services, determine probable cause, and issue related jurisdiction, venue and filing petitions.
  • Review complaints filed by law enforcement and citizens; conduct assessments to determine appropriateness for diversion.
  • Case manage diversion clients; decisions comply with the Code of Virginia, DJJ and CSU policies and procedures.
Residential Services
  • Positions locate in a residential facility; supervise and direct house routines and therapeutic programs.
  • Ensure residents maintain behavioral norms; coordinate and implement residential program activities such as recreation, education or employment.
  • Possibly drive a passenger van for educational and recreational trips.
  • Maintain contact/communication with victims and witnesses during investigation and judicial proceedings; provide court accompaniment to crime victim and witnesses for all court proceedings.
  • Respond to call‑outs to crime scenes and other locations to provide immediate crisis intervention and support; provide training to departmental staff, commonwealth attorneys, judicial staff and other relevant community organizations.
Alcohol Safety Action Program (ASAP) Case Management Services
  • Work with court‑referred clients charged/convicted of impaired driving offenses and first‑time drug offenders.
