Position: Enterprise & Infrastructure Solutions Division (EIS) Deputy Program Manager (DPM)

Outcomes:
The Deputy Program Manager is expected to achieve the following outcomes within the first year:

  • Master staffing, onboarding and offboarding processes, on behalf of the PM within 60 days.
  • Demonstrate the ability to lead the Gemini EIS team including the Program Control Specialist, and Task/Team Leads
  • Demonstrate the ability to effectively and efficiently respond to the requests and priorities of Gemini Corporate Leadership, and the EIS COR and CO.
Responsibilities

The EIS Deputy Program Manager (DPM) supports and reports to the EIS Division Program Manager (PM). While the PM is focused on the Gemini – EIS customers and is the central POC to the COR and has primary responsibility for TO performance, the DPM will be responsible for the successful execution of the support including issue resolution, contract compliance, quality control, and reporting.

In addition, the DPM will contribute to the completion of high-priority and quick-response tasks and initiatives and will fill in on occasion for the PM. Specific responsibilities include:

  • Coordinate and assist with EIS, contracts and work processes
    • Lead activities associated with current and new work.
    • Oversee recruiting activities ensuring in-person interview, selection of top performers and on-time staffing of new and vacant positions.
    • Obtain required security badges, /CAC cards, computer system access requests, and provide workplace orientation for all employees.
    • Coordinate and execute Gemini Indoctrination and Division Briefings, open house for current and new staff.
  • Lead and oversee EIS Task Orders
  • Responsible for tracking program/project status and roadmaps and key program deliverables.
  • Ensure staff adheres to Network Architecture, Security and all other OPSEC development policies and procedures.
  • Responsible for financial planning; schedule, meeting coordination, agendas, boards; analyze program requirements, status, budget and schedules.
  • Assist when required with program management, technical, or business case analyses.
  • Participate as a member of and/or support the specified current work and EIS-directed business meetings; collect, complete, organize and interpret technical data and financial information relating to these tasks and our team.
  • Participate and assist PM and team with coordination and development of the annual, quarterly, Monthly, and CPAR updates.
  • Assist the EIS PM with oversight and management of the implementation and delivery of EIS Enterprise products/services.
  • Be available to the PM, the CO, and the COR via telephone during normal duty hours, respond to request for discussion or resolution of technical problems within 24 hours of notification, and develop/present solutions to the PM.
  • As the right hand of the Gemini PM, lead the resolution of staffing issues, professional development, performance issues, ongoing and contract personnel activities.
Qualifications

The candidate must have the following qualifications:

  • Minimum of 15 years work experience in support of DoD, Military or Federal agencies.
  • Exceptional critical thinking, analytical and problem solving skills, combined with accountability, discipline and a strong work ethic.
  • Minimum of seven (7) years of project and/or program management requirements of similar size, scope and complexity, to include security requirements, interdisciplinary team members and managing geographically dispersed personnel.
  • Minimum of 5 years providing strategic advice, technical guidance and expertise to program and project staff, provides detailed analysis, evaluation and recommendations for improvements, development optimization, and resolutions to mission critical challenges and issues.
  • Minimum of 5 years of experience with at least 4 of the following:
    SharePoint, SharePoint Apps, Advanced Excel, KPIs, metrics, or forecasts

The following qualifications are highly desired:

  • PMI Project Management Professional (PMP) certification.
  • Contractual knowledge, to include FFP, Time and Materials (T&M), Cost contracts, contract administration, and contract structure.
  • Sophisticated technical writing ability and experience creating reports, standards, procedures, proposals, analysis, assessments and presentations.

Travel: 5% Expect local and a few domestic travel requirements.
