Position: SYSTEMS INTEGRATOR-Expert with Security Clearance
SYSTEMS INTEGRATOR - Expert High Priority Provides end-to-end project management support of the life cycle. Provides a total systems perspective including a technical understanding of relationships, dependencies, and requirements of hardware and software components. Establishes the functional and technical specifications and standards and ensures the integration of the entire system or subsystem. Ensures coordination and information flow between programs and organizational managers.

Prepares milestone status reports and deliveries/presentation on the system test and evaluation concept to team members, stakeholders, and end user representatives. Gathers data pertaining to customer needs, and uses the information to identify, predict, interpret, and evaluate system and network requirements. Notes:

• Demonstrated success in project management, project planning and organization using the project- lifecycle methodologies (PMF).

• Extensive ability to identify and communicate (orally and in writing) the most complex technical concepts, programmatic challenges, risk/constraints, and project/portfolio information, tailoring ideas, explanations, and well thought out mitigation strategies to all audiences across the organization.

• Proven ability to lead change, expert ability to apply larger corporate knowledge, work closely with others to solicit opinions and successfully deliver program and project portfolio deliverables.

• Ability to work effectively with minimal direct supervision in a dynamic environment that often presents conflicting and changing priorities.

• Knowledge of organizational rules of governance for gaining approvals for initiatives and resources; ability to lead and manage a portfolio effort to align activities to meet enterprise strategic goals, develop evaluation criteria, categorize activities and prioritize investments across the organization to mitigate risks.

• Responsible for mentoring and training other organizational PMs.

• Work across divisions with the Training, Deployment and O&M PMs to plan, manage and communicate a single consolidated organizational response for Specialized high visibility project deliverables.

• Attend PM meetings, track actions and work with the various PMs to ensure the actions are completed in a timely manner.

• Responsible for briefing on behalf the Stakeholder at control gates.

• Work with Sponsor PM to help develop a deployment and transition schedule for the network.

• Work with other stakeholders to determine the dependencies and milestones to transition the new network into O&M support. Desired Skills

• Understanding of the Sponsor Enterprise Network and DTS global networks, and/or familiarity with, or experience in, IT and utility systems development and deployment.

• Extensive understanding of the Sponsors operational environment, capabilities, security, and IT/IM services and how they apply to enable the Sponsor and other stakeholders mission.

• Demonstrated ability to lead and influence effectively across organizational boundaries and matrixed resources.

• Understanding of the Sponsor, the IC and diplomatic information security requirements and policies.

• Understanding of network protocols and technologies.
