HR Business Partner (Human Resources Generalist II)

Seeking a human resources generalist with strong analytical and managing skills to join our dynamic team. This role offers a unique opportunity to contribute to the mission of the CSB by supporting key human resources functions in a collaborative and fast‑paced environment. This position works as part of a growing and dynamic HR team and reports to the assistant human resources manager.

This role serves as a professional HR resource for assigned CSB service areas, providing expert guidance and support across multiple HR functions.

Key Responsibilities
  • Manage personnel action and position management, ensuring compliance with organizational and regulatory requirements.
  • Oversee recruitment and hiring processes, including outreach, candidate evaluation, and onboarding.
  • Administer programs such as the Family Medical Leave Act (FMLA), Americans with Disabilities Act (ADA), and Workers’ Compensation (WC).
  • Interpret and develop policies, offering guidance to ensure alignment with county and organizational standards.
  • Provide advice and support to management on employee relations issues, fostering a positive and productive workplace.
  • Serve as a liaison with key stakeholders, including county DHR, CSB Professional Development, CSB Employee Relations, and CSB Intern/Volunteer Coordination teams.

Duties
  • Provides managers with guidance on employment, employee relations and other HR issues;
  • Makes recommendations and revisions to departmental HR policies & procedures;
  • Gathers, tracks and analyzes HR metrics, reports, and plans;
  • Manages onboarding, exit interviews, and other HR‑related departmental programs;
  • May supervise clerical and/or paraprofessional personnel in HR‑related matters.
Required Knowledge,

Skills and Abilities
  • Knowledge of human resources administration and management principles and practices;
  • Ability to perform a variety of increasingly complex work in human resources;
  • Ability to communicate effectively orally and in writing;
  • Ability to use word processing, spreadsheet, and presentation software to prepare documents and store, manipulate, analyze and present information;
  • Ability to train and supervise staff.
Minimum Qualifications

MINIMUM QUALIFICATIONS: Any combination of education, experience, and training equivalent to the following: (Click on the aforementioned link to learn how Fairfax County interprets equivalencies.) Graduation from an accredited four‑year college or university with a bachelor's degree in human resource management, public administration, or a related field; plus two years of professional‑level human resources experience.

Preferred Qualifications
  • Bachelor’s degree in human resource management, public administration, or a related field.
  • Professional in Human Resources (PHR) certification preferred.
  • Certification from SHRM, HRCI, and/or IPMA‑HR is highly desirable.
  • Full‑time experience as a Human Resources Generalist in a local or state government HR office.
  • Experience administering FMLA, ADA, and Workers’ Compensation programs.
  • Strong knowledge of federal, state, and local HR laws and regulations.
  • Demonstrated experience in full life‑cycle recruitment and familiarity with county employment policies and procedures.
  • Proficiency in HR information systems, particularly FOCUS/SAP.
