JM FOIA Analyst Position Summary Dark Star Intelligence is looking for a dedicated JM FOIA Analyst to join our federal government client's team in McLean, VA. The ideal candidate will be responsible for reviewing, assessing, and responding to public and official requests for the release of classified and/or sensitive ODNI information under FOIA, PA, or MDR. Duties include delivering training to ODNI personnel, assisting various organizations with ODNI compliance, participating in ODNI and IC working groups, and contributing to annual compliance reports.
The role requires stringent enforcement of privacy laws and regulations, including ensuring public accessibility of cleared information and safeguarding personal data.

Responsibilities- Respond to public and official requests for review and release of classified and/or sensitive information under FOIA, PA, or E.O. 13526 Mandatory Declassification Review (MDR). Handle complex cases (e.g., litigation and appeals) with extensive knowledge of FOIA/PA/MDR exemptions and administration. Manage case intake, coordinate with subject matter experts, assess requirements, prepare high-quality, error-free documents for government action, maintain trackers/scorecards/calendars, and ensure proper documentation.
- Develop and deliver training or update current FOIA/privacy training content to customer staff, communicating ODNI responsibilities, processes, and required artifacts.
- Foster collaboration and relationship-building through IC engagement processes and plans.
- Proofread and peer-review artifacts from contract staff; ensure deliverables are timely, accurate, and error-free.
- Document and maintain SOPs for activities within IRRG.
- Engage with customer and IC Working groups (e.g., IMC, Difficult Issues Forum) as directed by the Government.
- Draft or update interagency issuances on complex topics; deliverables may include formal recommendations presented as peer-reviewed memos or formal documents.
- Assess the adequacy of search results using analytics and present findings to the Government.
- Track and update case statuses in customer tools as identified by the Government.
- Provide inputs to annual compliance reports as directed by the Government.
- Prohibits access to information about an individual without that individual's knowledge and consent.
- Collaborate with the Office of the General Counsel (OGC), ICIG, OLA, Strat Comm, NCSC, OS, CLPT, Mission Integration (MI), Policy & Capabilities (P&C), OEEO, and other relevant offices to ensure FOIA/PA/MDR compliance.
- Draft or review documents for technical correction related to Congressional testimony, budget presentations, issue papers, and talking points on FOIA/PA/MDR.
- Assist Government Leads in assessing capability needs and gaps; deliverables may include formal recommendations presented as peer-reviewed memos or formal documents.
- Identify interdependencies across IC strategic plans and assess alignment of component plans.
- Assist Government leads in developing venues to address complex IC issues and foster cross-IC commitment to action.
- Execute on-site duties of the Key Personnel Team Lead, including coordinating contractor personnel, ensuring adequate coverage, and coordinating with the PM to manage leave and back-up support.
- Ensure ODNI information cleared for public release is accessible for public inspection and/or copying/downloading, and enable the right of access to records while respecting exemptions and privacy.
- Assist with FOIA/PA/MDR compliance across IC elements and related offices to ensure public release is appropriately managed.
- Draft or review documents for Congressional testimony, budget materials, and talking points as needed.
- Identify capability needs and opportunities to link resources to strategy, producing formal recommendations as required.
- Identify interdependencies across IC strategic plans and assess alignment with IC component plans.
- Requires a TS/SCI with Polygraph level clearance.
- BS/BA plus 3 years of experience, or no degree with 9+ years of experience.
- Experience responding to public and official requests for review and release of classified/sensitive information under FOIA, PA, or MDR; ensuring information released is accessible for public inspection and/or copying/downloading; and enforcing the right of access to records with exemptions.
Salary Range: $90,000 - $110,000 per year. This range is a general guideline and not a guaranteed offer.
