The ideal candidate will possess exceptional diplomatic and collaboration skills, enabling effective engagement with company leadership and industry partners.
The Proposal Manager will lead the end-to-end proposal development process for RFPs, FRIs, FRQs, and Task Orders. This position is fully remote, with potential travel as required, mainly to Northern Virginia.

Pro Vets Consulting Group, LLC, seeks an experienced Proposal Manager to lead and coordinate winning proposal efforts supporting our strategic growth. This candidate will need a strong sense of initiative and a deep understanding of contractor support's critical role within the U.S. Government. The ideal candidate will possess exceptional diplomatic and collaboration skills, enabling effective engagement with company leadership and industry partners.
The Proposal Manager will lead the end-to-end proposal development process for RFPs, FRIs, FRQs, and Task Orders. This position is fully remote, with potential travel as required, mainly to Northern Virginia.
Requirements
Education & Minimum Experience
- A bachelor’s degree in Marketing, Communications, English, Journalism, and/or Business, with a minimum of 3-5 years of proposal management experience or equivalent professional experience.
- Prepare and submit responses to Sources Sought, RFIs, RFQs, and Solicitations
- Monitor requirements posted on GSA eBuy, Sam.gov. and other agency-specific websites
- Coordinate with appropriate internal and external partners to ensure timely contributions to proposal preparation and team reviews before submission
- Ensure compliance with the solicitation requirements
- Develop, maintain, and improve existing business development materials that highlight the company's expertise, experience, and innovation across all capability areas
- Maintain a viable pipeline aligned with current and projected company NAICS, size standards, certifications, and past performance qualifications
- Maintain a database of project descriptions, past performance, and other useful information for business development, capture, and proposal
- Assist the Capture Manager with collecting business intelligence and evaluating customer and competitor analysis
- Research and track government solicitations, RFPs (Requests for Proposals), RFIs (Requests for Information), and sources sought notices
- Analyze federal procurement trends and identify emerging opportunities
- Develop a capture strategy, including key differentiators, teaming strategies, and pricing approaches
- Assist the Capture Manager with internal analysis of the company's strengths and weaknesses, to use this information to drive the company’s winning strategy for an opportunity
- Assist in contract administration to include GSA Schedule
- Knowledge of Federal Acquisition Regulations (FAR), and proposal management for Professional Services and SCA
- Detail-oriented with a strong commitment to accuracy and compliance
- Excellent writing, editing, and proofreading skills, with the ability to craft clear, persuasive, and compliant content under tight deadlines
- Proven ability to prioritize and manage multiple projects simultaneously.
- Ability to work both independently and collaboratively with remote teams during core work business hours
- Strong interpersonal skills with the ability to foster team working and consensus across contributors
- Proficiency in Microsoft Office Suite, Adobe Creative Suite, and other proposal development tools, and experience with GSA eBuy, Gov Win, and Gov Tribe
