Job Summary:
The position will provide Sustainable Range Program (SRP) and Integrated Training Area Management (ITAM) support to U.S. Army Alaska training lands s position may occasionally support projects on other nearby training lands at Fort Wainwright (FWA) and Joint Base Elmendorf Richardson (JBER), Alaska. The role works closely with Range Control and the federal DTA ITAM Coordinator in the completion of support tasks to include cartographic mapping support, field data collection, and GIS database development, ensuring the data meets all standards outlined by the US Army.
In addition, this position will also oversee the RTLA program at DTA, ensuring natural resource data is collected and analyzed appropriately so that the capability of the landscape is maximized to support military training.## Essential
Job Duties of the position:
** SRP GIS Support
*** Provide geospatial analysis and cartographic support to Range Operations, including map and data requests, and supporting other ArcGIS software users.
* Collect geospatial data and perform geospatial analysis to support Range Modernization.
* Provide SRP GIS support for unit training as needed.
* Develop, maintain, and update Military Installation Maps (MIMs) with the required geospatial data layers in accordance with MIM Production Guidance Documentation (MPGD) to support mission requirements.
* Develop, update, manage, report, and maintain the DAMO-TRS (SRP) proponent SDSFIE Army Adaptation geospatial data layers in accordance with the DAMO-TRS SRP geospatial Data Development Strategy, the SRP geospatial data Quality Assurance Plans (QAPs), and the SDSFIE Army Adaptation.
* Build and maintain SRP Geospatial Data in support of Army Strategy—includes development, maintenance, upgrades, reporting, and QA corrections for all SRP proponent data layers in compliance with Army Strategy and Command Geospatial.
* Develop, update, and manage SRP proponent geospatial data layers to support Range Operations, Range Modernization, and ITAM. Includes development to achieve SRP Geospatial Data Strategy standards, Range Complex Master Plan (RCMP) mapping requirements, range charrettes, and MIM standards.
** RTLA Support
*** Conduct training land assessments to identify and document land concerns.
* Collect data and site information with a GPS, analyze data, highlight data trends, and provide maintenance and/or repair recommendations to maximize the capability and sustainability of the land for military training and testing activities.
* Operate ATVs/UTVs, snow machines, and 4x4 vehicles to reach assessment sites.
* Generate monthly and quarterly GIS and RTLA progress reports; adhering explicitly to all reporting standards and timelines; provide annual RTLA reports.
* Supervise temporary field crew employees; including managing and coordinating daily activities; providing direction, guidance, and support for team members; training; and addressing issues.## Conditions of Employment:
* Ability to work in-person at the Donnelly Training Area office, near Delta Junction, Alaska. Remote work is not available with this position.
* Pre-employment Criminal Background Check (required for all new hires).
* Legally eligible to work in the United States by the proposed start date. CEMML will not provide visa sponsorship for this position.
* Valid driver’s license or the ability to obtain a driver’s license by the start date.
* Must be able to comply with all applicable regulations to obtain and maintain a Department of Defense Common Access Card (CAC) and public trust clearance; required at a minimum to complete a NACI/SF85 and successfully pass a federal background check.
* Able to work outdoors and perform strenuous labor under all hazardous working conditions (e.g., heat, intense cold, noxious plants and animals).
* Ability to lift 40 pounds repeatedly without assistance.## Supervision:
* This position will supervise seasonal RTLA staff, typically up to 4 field staff from May through September each year.##
Minimum Qualifications:
* B.S./B.A. in biology, environmental science, wildlife biology, natural resources management, restoration ecology, geography, Geographical Information Systems (GIS), or closely related field.
* A minimum of one (1) year post-degree work experience in natural resource management including documented experience conducting field assessments/surveys and supporting GIS efforts (may include up to two years of graduate school experience).
* Experience with ESRI ArcGIS and Arc Pro.
* Demonstrated skills in GIS mapping, data collection, analysis, and database development.
* Experience collecting natural resources data using Global Positioning System (GPS), tablets, and similar devices; and the use of Field Maps, Survey 123, or similar programs.
* Experience with Microsoft Office to include Word, Excel, and Access, for reporting and database management procedures.
