The Fairbanks Command and Data Acquisition Station (FCDAS) is a 24-7 satellite tracking station operated by the National Oceanic and Atmospheric Administration (NOAA) in support of national and international operational and research environmental monitoring spacecraft. FCDAS occupies an 8,500-acre valley just outside of Fairbanks, Alaska and has the needed infrastructure required to be a self‑sustaining campus.

Net Centric, a subsidiary of ASRC Federal, is currently hiring an Operations Manager to join our team.

Key Role
  • Serve as the Operations Manager for the multi‑mission satellite ground systems installed at the Fairbanks Command and Data Acquisition Station (FCDAS).
  • Work with the Customer and Technicians to plan ground system upgrades and operational procedures for new weather and earth observation spacecraft.
  • Identify and mitigate risks to site satellite operations and coordinate resolution efforts for ground systems anomalies.
  • Maintain the Preventative Maintenance System at the FCDAS and Utqiagvik (Barrow) SOF.
  • Maintain manning levels to effectively support 24/7/365 FCDAS Operations and Maintenance tasks.
  • Time keeping management – responsible for reviewing all operations personnel timesheets weekly for approval.
  • Documentation and file management (primarily personnel files and required government files).
  • Capability to work independently/remotely when needed/required.
  • Understanding/comprehension of a collective bargaining agreement (CBA).
  • Working in conjunction with off‑site federally contracted groups for on‑site work.
  • Coordinating on‑site visits with supported customers/contractors.
  • Understanding of contractual agreements and the limitations associated (i.e.: no making changes or additions unless approved by the CO/COR).
  • Attending customer supported/recommended teleconferences/video conferences.
Basic Qualifications
  • 10+ years of experience in Operations Management including experience managing 15 or more personnel in an austere environment operating 24/7
  • Must be a U.S. Citizen or US Permanent Resident
  • Ability to pass a government sponsored background investigation and fingerprint check.
  • Must be registered for Selective Service, if applicable (sss.gov ).
  • Installing, operating, and troubleshooting spacecraft telemetry and command equipment and/or data communications equipment at a satellite earth station or similar facility.
  • Performing and analyzing radio frequency (RF) systems and antennas from VHF to microwave frequencies, including use of related test equipment and the application of analytical techniques or modeling methods to determine performance.
  • Performing general systems engineering tasks, including development of requirements documents, technical specifications, integration plans, and acceptance test procedures for complex electronic systems.
  • Incorporating IT security requirements into system designs for data communications and/or processing systems.
  • Managing a union workforce of technical personnel to accomplish the operational and maintenance tasks assigned.
Education

BS degree in Engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics.

OR

Combination of education and experience – that provided the applicant with knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.
