Summary

Serves as Morale, Welfare and Recreation Director - CAT A/B/C for Command Navy Region Northwest, Fleet and Family Readiness Program, Fleet Readiness Division aboard Naval Station Everett. The primary purpose of this position is to serve as a subordinate, on‑site manager, representative and technical advisor to the Installation N9 and Region N92 RPD for the planning, organization, administration, management and supervision of the installation MWR programs and activities.

Duties
  • Supervise, maintain and repair MWR programs and facilities located on the assigned NW installation, ensuring high‑quality products and services for military personnel, family members, retirees and DoD civilians.
  • Monitor, supervise and evaluate MWR programs at the site/installation level to ensure compliance with DoD, DoN and regional regulations and policies.
  • Act as the primary advisor and representative to the site/installation commander on all matters related to current and future delivery of MWR products and services.
  • Coordinate with the Regional MWR Fitness and Recreation Program Manager and the Regional MWR Business Activities Manager on planning, programming, budgeting and execution of Category A and Band C programs, allocating APF and NAF resources appropriately.
  • Provide training and supervision to subordinate personnel, offering guidance, advice and interpretation of policies and procedures.
  • Maintain liaison with top management, informing the Regional MWR Program and Business Activity Managers of important developments and making recommendations following staff work.
  • Coordinate and monitor overall MWR operations and programs, ensuring cost‑effective approaches and achievement of objectives.
  • Implement processes for inspections, inspection reports and follow‑up actions.
  • Continuously evaluate programs to ensure high quality, regulatory compliance and alignment with patron needs.
  • Develop NAF and APF MWR budgets, ensure propriety of resource expenditures, accurate inventories and effective economic operation.
  • Origination and review of official and unofficial correspondence related to MWR programs.
  • Coordinate maintenance and repair work for all equipment in MWR facilities.
  • Manage industrial relations and personnel resources, including workforce utilization, position management, grievance resolution, recruitment, selection, performance evaluation, promotion, termination and training.
  • Ensure compliance with fire, safety, sanitation, security and environmental regulations; administer Safety, Hazardous Materials and Occupational Health Programs.
  • Apply EEO policies and communicate support of these policies; ensure quality in personnel selections, assignments, training and awards.
  • Perform other related duties as assigned.
Requirements
  • Eligibility for security clearance.
  • Current state driver’s license.
  • Ability to lift and carry moderately heavy objects (50 pounds); standing, stooping and climbing required on occasion.
  • Travel required to attend conferences and workshops.
Qualifications

  • Four‑year college degree in Recreation, Physical Education, Hospitality or Business Administration and at least two years of related experience, OR five years of experience in sports, fitness, aquatics, recreation, food and beverage programs with a demonstrated understanding of interests of individuals or groups.
  • Comprehensive knowledge of federal, state and regional policies and regulations, including DoD and Navy policies, procedures and regulations related to planning, budgeting, funding and recreational management.
  • Strong interpersonal and negotiation skills for acquiring compliance, concurrence or approval of policies among Navy organizations and other agencies.
  • Skilled in management principles, concepts and methods; ability to handle complex assignments involving resources, facilities and personnel.
