Position: Planner (Surface Water Management)

Job Overview

Snohomish County Surface Water Management (SWM), a Division of the Department of Conservation and Natural Resources, is hiring a Planner to join our Program Planning Section. The role supports salmon recovery, water quality, watershed and floodplain planning efforts, coordinates committees, produces planning documents, writes grant applications, and manages public communication.

Key Responsibilities
  • Serve as staff participant for planning functions across transportation, land use, surface water, solid waste, and environmental science.
  • Conduct research, data analysis, statistical modeling, and respond to inquiries for plan, policy and code interpretations.
  • Analyze issues and develop planning/policy proposals; assist in formulating plans and regulations; present recommendations to policymakers and the public.
  • Participate in monitoring plans and implementation strategies; contribute to amendments and revisions.
  • Attend public meetings, hearings, council sessions; prepare reports, graphics, brochures, and oral/written presentations.
  • Review environmental assessments, relevant plans and regulations; provide guidance to citizens on environmental processes.
  • Work with property and business owners to provide technical information on code interpretation and compliance requirements.
  • Coordinate multi‑agency site visits and meetings; implement public involvement processes; support county boards, committees, and planning teams.
  • Provide customer service and technical assistance to groups and individuals.
Minimum Qualifications
  • Bachelor’s degree in urban planning, civil engineering, geography, sociology, political science, economics, environmental sciences, biology, chemistry, environmental engineering, hydrology, or public administration.
  • One year of related work experience or an equivalent combination of training and experience.
  • Must pass job‑related tests.
Preferred Knowledge & Skills
  • Principles and practices of urban planning or environmental sciences.
  • Planning procedures, standards, research and data collection techniques.
  • County and state clean water and stormwater laws, regulations, and standards.
  • Best management practices to prevent surface water pollution.
  • GIS, databases, and other applied software packages.
  • Strong communication, collaborative decision‑making, and public‑speaking skills.
