MSRC is offering an immediate opportunity for a Health, Safety, Environment Advisor (HSEA) based in Everett, WA. We are seeking an energetic, resourceful, and qualified individual to manage MSRC’s HSE program across our Pacific Northwest Area of Operations. The HSE program encompasses health, safety, environment, security, and HSE training and is responsible for ensuring MSRC is in compliance with federal and state regulations.

The position reports to the Director, HSE. Salary range: $65,478 - $136,905.

Essential Functions
  • Administer the MSRC HSE Program and enforce the HSE Safe Work Practices (SWP) in the respective HSE Area of Operations (AOR).
  • Act as the designated Safety Officer (SO) during emergency responses to identify, monitor and evaluate HSE hazards, and provide related supervision to MSRC employees and contractors during an emergency response. May act as the Alternate SO during absence of HSE Director.
  • Promote safe conditions at all applicable facilities and vessels; identifies potentially unsafe conditions and hazards. Supports the sites and vessels to resolve and implement corrective actions and track accordingly, and makes change recommendations to MSRC’s safety documents as needed.
  • Proactively review and resolve HSE issues and communicate corrective actions, and recommendations for etc. to the Director, HSE, and/or Division Management for resolution.
  • Audit and inspect MSRC’s HSE practices at applicable sites to facilitate compliance with HSE laws and regulations; advises Division Management of non-compliance and assists the responsible site in developing a compliance action plan.
  • Maintain knowledge of proposed and final State HSE legislation and regulations and provide technical input on proposed rule making as appropriate.
  • Provide technical assistance to the MSRC Response Team during oil spill responses.
  • Track and investigate safety incidents, report findings, and communicate the risks to personnel. Review accident and incident reports to ensure OSHA guidelines are followed.
  • Prepare HSE statistical reports for Division management and the Director, HSE
  • Participates and consults on safety matters with internal and external stakeholders.
Qualifications
  • Bachelor’s degree in Safety Management, Occupational Health & Safety, Environmental Health & Safety, or other related discipline.
  • Five (5) years of progressive experience in HSE subjects including training and evaluation techniques, oil spill or emergency response, or relevant health, safety, environment, or security compliance.
  • Knowledge of applicable state regulations, and federal OSHA, EPA, Coast Guard, DOT, and Homeland/Maritime Security regulations, and Incident Command System (ICS).
  • Proven leadership, communication and interpersonal skills, as demonstrated by positions of progressive responsibility, and prior experience communicating with government agencies.
  • Ability to respond in the event of an oil spill 24 hours a day
  • Ability to travel and/or cascade to oil spill sites and other locations.
  • Competent and comfortable communicator, in all modes and across all levels.
  • Proficient with Microsoft Office, including Word, Excel, Teams and SharePoint, and ability to organize and prioritize workflow effectively.
