Snohomish County Surface Water Management (SWM), a Division of the Department of Conservation and Natural Resources, is hiring a highly capable Habitat Restoration Engineer III.
Position OverviewThe Engineer III will lead habitat improvement and floodplain infrastructure projects, design hydraulic models, manage project budgets, and coordinate with community stakeholders.
Responsibilities- Design and evaluate major public works projects involving roads, bridges, surface water systems, and solid waste sites.
- Prepare design reports, specifications, cost estimates, and conduct budget monitoring.
- Review engineering designs for accuracy, compliance with standards, and regulatory requirements.
- Conduct field trips to inspect project sites during planning, design, and construction phases.
- Act as technical liaison between public works, consulting firms, and agencies.
- Prepare and present technical testimony at public meetings and hearings.
- Develop mitigation measures to reduce environmental impacts.
- Supervise or conduct field investigations and soil testing, provide engineering recommendations.
- Oversee civil materials testing laboratory, maintain material records, and approve construction materials.
- Bachelor of Science in civil engineering or related field.
- Four (4) years of civil engineering experience, including at least three (3) years in the specialized area.
- Proficiency in engineering mathematics and civil design software (AutoCAD, Civil 3D).
- Strong communication skills, both written and oral.
- Valid Washington State Professional Engineer license or eligibility to obtain one.
- Valid Washington State Driver's License.
- Pass job related tests.
- Experience designing fish habitat enhancement and water quality projects.
- Experience using hydraulic and hydrologic models.
- Experience preparing construction plans, specifications, and cost estimates for surface water projects.
- Experience with GIS and CADD.
