Overview

Responsible for initial and ongoing determinations for Public Assistance. Offers information and makes referrals relating to services and assistance provided in the department or in the community. Bilingual in English and Spanish is a requirement for this position. A comprehensive skills assessment test is required which may include computer software, reading, sentence structure, and math.

Essential Duties And Responsibilities
  • Interviews applicants and assesses medical, financial, and personal needs relating to public assistance eligibility. Reviews income, financial resources, household composition, and employment status to determine eligibility for Food Stamps, Medicaid, and other public assistance programs when appropriate. Identifies households eligible for expedited services and other emergency needs. Reviews applications for accuracy and completeness. Verifies information through computer data banks, pay stubs, bills/receipts, and contacts via phone with employer, landlords, banks, employers, etc.

    Computes public assistance benefits and approved categorical public assistance cases as appropriate.
  • Explains to applicants, rules, regulations, rights and responsibilities, budgeting cycles, and eligibility requirements of Food Stamps, Medicaid and other public assistance programs as appropriate. Advises applicants and recipients of his/her rights and responsibilities and explains department policies in addition to appropriate regulations. Makes referrals to other social services programs, employment and/or other community resources.
  • Interfaces with a computer system requiring accurate, complete data entry forms. Interprets and evaluates computer generated data to determine application to individual case processing as in approvals, changes, discontinuations, and denials.
  • Researches wage data reports from the State Department for suspected fraud. Includes assessment of suspected fraud, completes required forms to initiate investigation process. Review cases; make phone contacts to landlord, bank, employer, etc. Sets up recovery payments as required. Completes forms on over payment or lost benefits.
  • Keeps a tally of all daily contacts and completes all required forms. Reviews materials for eligibility determinations to ensure completeness, accuracy, and proper verifications.
  • Answers phones and explains to clients, applicants or other workers Public Assistance regulations and requirements. Refer clients to other branches or agencies for other services as needed.
  • Determines work registration appropriate for unemployed clients.
  • Assists clients in obtaining needed verifications of pertinent eligibility information.
  • Reviews cases to ensure compliance to changes in rules and regulations.
  • Attends various unit meetings, workshops, hearings, and court appearances, as necessary.
  • Employee required to be on site for an eight hour per day shift, five days per week.
Qualifications

Education: High school graduation or GED equivalency.

Experience: Three years full time office clerical or extensive public contact experience. Satisfactory completion of an associate's degree or bachelor's degree in business, behavioral science, or appropriately related field may substitute for the required experience on a year for year basis.

Skills:

Ability to read and comprehend complex instructions, lengthy and detailed correspondence, and memos. Ability to compose clear and detailed correspondence. Ability to effectively present information in one-on-one and small group situations to customers, clients, and other employees, and the general public.

Spanish/English bilingual fluency required.

Computer

Skills:

Ability to enter data into several different computer programs. Ability to learn and apply new computer skills on a regular basis. Knowledge of computer programs such as Microsoft Windows and Word, Excel, and Outlook.

Mathematical

Skills:

Ability to add, subtract, multiply, and divide in all units of measure, using whole numbers, common fractions, and decimals.
