Starting Salary Range $94,871 - $106,717 Annual (Management Salary Grade 21)
Full salary range is $94,871 to $140,432. New employees cannot be placed higher than $106,717 due to internal equity.

Position Purpose

The Manager of People and Culture is a key leadership role within the Human Resources department, responsible for fostering a positive, inclusive, and high‑performing organizational culture that supports the mission and strategic goals of the community college. Reporting to the Vice President of Human Resources, this position plays a critical role in organizational development, talent acquisition and retention, and overall HR strategic initiatives, drawing on deep acumen in organizational development and a focus on business outcomes.

Functions
  • Organizational Development & Culture (Heavy Focus)
    • Leads the design, development, and implementation of comprehensive organizational development strategies and programs.
    • Develops and promotes a positive and inclusive organizational culture.
    • Identifies and addresses organizational effectiveness challenges.
    • Facilitates workshops, training sessions, and group interventions.
    • Partners with college leadership to assess needs and develop interventions.
    • Champions diversity, equity, and inclusion initiatives.
  • Talent Acquisition (Supervision)
    • Supervises, mentors, and evaluates the recruiting team.
    • Oversees full‑life cycle recruitment.
    • Develops innovative recruitment strategies.
    • Ensures compliance with employment laws.
  • Classification & Compensation
    • Develops, implements, and administers competitive and equitable classification and compensation programs.
    • Conducts job analysis and market pricing.
    • Manages salary surveys and analyzes data.
    • Provides expert guidance on classification and compensation matters.
    • Ensures compliance with wage and hour laws.
  • HR Leadership & Strategic Support
    • Assists the Vice President in developing HR strategic plans.
    • MAY serve as HR Administrator in Charge in the absence of the VP.
    • Provides expert consultation on HR matters.
    • Contributes to the HR department budget.
    • Stays current with best practices.
    • Ensures implementation of affirmative action and equal employment policies.
    • Maintains confidentiality per FERPA standards.
    • Other duties as assigned.

Qualifications Required Experience
  • Eight (8) years of progressively responsible experience in human resources, focusing on organizational development and talent acquisition.
  • Five (5) years of supervisory experience.
  • Expertise in classification and compensation principles.
  • Experience leading organizational development initiatives.
  • Experience leading HR initiatives with positive business outcomes.
Preferred Qualifications
  • Master’s degree in Human Resources, Organizational Development, or related field.
  • Experience in a unionized environment.
  • Experience in an HR Business Partner model.
  • HR certification (e.g., SPHR, SHRM‑SCP, ODCP).
  • Experience in a community college or higher education setting.
