Position: Permit Technician 1 / 2

The Planning & Development Department is seeking a positive, productive individual that enjoys providing stellar customer service to the community and can thrive in team environments. The position is on the Building & Permit Services team and provides direct support to the public in the receipt and review of permit application packages, processing permit applications by obtaining needed information, issuing permits, processing payments, and supporting City of Eugene plan review teams.

Salary: Permit Technician 1: $27.46 - $34.21 hourly / $57,116.80 - $71,156.80 Annually;
Permit Technician 2: $29.95 - $37.34 hourly / $62,296.00 - $77,677.20 Annually

The City of Eugene determines starting pay within the range based on relevant education and experience as provided by the applicant in their application materials. This process is consistent with the Oregon Equal Pay Act (OEPA).

Schedule: Monday - Friday, 8:00 a.m. – 4:30 p.m. with the flexibility per business need

  • Provides assistance and information verbally or in written form, to internal or external customers on building permit and plan review processes, which requires knowledge of related regulations, codes, policies, and procedures; includes fee information and payment handling.
  • Provides customer service in the Permit & Information Center.
  • Reviews and ensures proper completion of both residential and commercial construction documents, building permit applications, and related materials for other permit review teams. Routes applications to appropriate staff.
  • Researches information pertinent to the program areas.
  • Issues over-the-counter permits based on information provided by the customer, determining type of permit, processing route, necessary inspections, and accurate fees.
  • Scheduling and coordinating meetings for Project Consultations, to include all appropriate stakeholders.
  • Maintains appropriate records and databases.
  • Assists in the development of policies and procedures.
  • Models respectful working relationships and creates a workplace that supports all employees; supports City leadership in successfully responding to the changing needs of a diverse organization and the commitment to equity and human rights.
  • Performs other duties of a similar nature or level as required by management to meet the needs of the department.
SUPERVISION RECEIVED AND EXERCISED
  • Receives supervision from the Coordinated Services Supervisor and from other Building and Permit Services supervisory staff.
  • The Permit Tech 2 may provide lead direction to employees in lower level classifications.
  • The Permit Tech 1 may receive lead direction from the Permit Tech 2.

MINIMUM QUALIFICATIONS Permit Technician I Experience

Three years of progressively responsible administrative support experience related to building permit processing or construction including one year of customer service in a related technical field. Post‑secondary coursework in geography, land use planning, geographic information systems, or related field preferred.
