This position is responsible for specialized functions associated with enforcing city codes and ordinances including household garbage, litter, debris, abandoned cars, abandoned homes, business licenses and building permits.
Qualifications- Knowledge and level of competency commonly associated with completion of specialized training in the field of work, in addition to basic skills typically associated with a high school education.
- Experience sufficient to thoroughly understand the work of subordinate positions to be able to answer questions and resolve problems, usually associated with one to three years’ experience or service.
- Basic computer skills required along with ability to use Microsoft Outlook, Microsoft Word, Microsoft Excel, Power Point and all other related computer platforms needed.
- Possession of or ability to readily obtain a valid driver’s license for the type of vehicle or equipment operated.
- Possession of or ability to readily obtain the appropriate state certification for the type of inspection(s) conducted.
- Guidelines include City Ordinances, state and federal laws. These guidelines are generally clear and specific but may require some interpretation in application.
- The work is typically performed while intermittently sitting, standing, bending, crouching, stooping, or walking. The employee frequently lifts light and heavy objects.
- The work is typically performed in an office and outdoors, occasionally in cold or inclement weather. The employee is exposed to noise, dust, dirt, machinery with moving parts, and irritating chemicals. Work requires the use of protective devices such as masks, goggles, gloves, etc.
- Work requires basic computer skills for communication and reporting.
- Knowledge of federal, state, and city codes, ordinances, and regulations.
- Knowledge of Solid Waste Ordinances.
- Knowledge of court procedures.
- Knowledge of department rules, procedures and regulations.
- Knowledge of business license and building inspection processes and procedures.
- Knowledge of local and state appeals processes.
- Knowledge of city and department policies and procedures.
- Knowledge of computers and job-related software programs.
- Skill in maintaining effective working relationships with co-workers, other city departments and the public.
- Skill in preparing reports, records and files.
- Skill in the operations of computer systems, Microsoft Office, job-related software, etc.
- Skill in oral and written communication.
The work consists of varied technical compliance and code enforcement duties. Strict regulations, combined with the unique nature of each case in question contribute to the complexity of the work. The diversity of interactions with the public and working with different departments contributes to the complexity of the position. The purpose of this position is to enforce the City ordinances and to educate the general public about code violations.
Contacts are typically with co-workers, other city employees, contractors, homeowners, business owners and members of the general public. Contacts are typically to give or exchange information, resolve problems, motivate persons, and negotiate, defend, or settle matters.
