Brief Description
Under supervision, performs a variety of unskilled and semi-skilled assignments in the construction, maintenance and repair of City water, sewer, storm systems and streets; and performs related work as required.
Essential Functions
Installs, connects, relocates, and replaces new water mains, service lines, valves, pumps, meters, meter boxes and fire hydrants; cutting and fitting pipes and making taps.
Repairs leaks on water mains by installing new pipe and/or clamps.
Locates and marks existing water mains, meters, valves and other facilities for City crews and independent contractors.
Notifies customers of water shutdowns.
Measures and records the location of valves, hydrants, and blow-offs.
Exercises valves by hand or with hydraulic equipment; marks valves to indicate direction of opening and number of turns to open; tests water flow of hydrants.
Flushes water system through valves and hydrants, tests turbidity and chlorine residual of water and checks for valve leakage.
Paints valves, pumps, piping and building interiors and exteriors.
Removes vegetation, cleans meters and meters vaults and replaces meters.
Performs routine maintenance and repair on pump stations and generators. Shovels, rakes and spreads dirt, sand, gravel, asphalt, and other materials.
Clears debris, brush and weeds from ditches, culverts, and other City facilities.
Participates in digging, widening and back filling trenches and other excavations.
Loads, unloads, and operates pick-ups and trucks to transport maintenance supplies and materials.
Places traffic control flags, signs, and cones to direct traffic around work sites; may direct traffic.
Performs other duties as assigned or required.
Must be available 24 hours a day by phone and subject to after-hours call outs
Has frequent contact with employees, citizens, local state, federal agencies, and other city departments.
Ability to arrive to work on time and must maintain a regular and reliable level of attendance.
Necessary knowledge, Skills, and Abilities
- Water distribution operation, including piping, sources of supply, water quality, disinfection, water-related electricity, and the operational principles of pumps and motors.
- Current principles, practices and regulations related to water/wastewater distribution systems.
- Water distribution mathematics including water terms and definitions, water measurements, water pressure, formulas, and units and conversion factors.
- Proper methods and techniques used in cleaning, repairing, and maintaining water systems equipment.
- Geography, street locations and water/wastewater system locations.
- The proper use and care of common hand and power tools.
- Safety principles related to traffic control, trenching and shoring, and personal and personnel safety.
- Occupational hazards and safety precautions.
- Following oral and written instructions.
- TCEQ standards and policies for Water/Wastewater systems.
- Ability to follow and adhere to any City of Ennis rules, procedures, policies, general orders, ordinances, etc.
High school graduate or equivalent and one (1) years' experience in manual labor, general construction, water utility systems, or mechanical/hydromechanical systems; OR
Any equivalent combination of experience and training which provides the required knowledge, skills, and abilities.
Must have a Valid Class C Texas motor vehicle driver license and the ability to maintain a satisfactory driving record with the ability obtain and maintain a Texas Class B CDL within one (1) year.
Ability to obtain one or more of the following as directed by assignment:
- TCEQ Wastewater Collection License Class II within two (2) years
- TCEQ Water Operator License Class D within one (1) year
- TCEQ Water Operator License Class C within three (3) years
Part-time employees who work an average of 30 hours per week over the course of a year, receive benefits on a pro-rated basis.
