Position Summary

Facilitates and supports key processes and accountables within the Howard County Department of Police (HCPD) Employment Services Division (ESD). Provides technical expertise to develop and implement technology‑related projects and coordinates the payroll entry and processing for the entire Police Department. Responsibilities include processing evaluations, leave, data maintenance and management, file retention, and reporting. Supervises the Payroll Section of the Department, including one Administrative Support Technician III, and oversees work submitted from twelve timekeepers throughout the Department to process biweekly payroll.

Essential Duties and Responsibilities
  • Responsible for biweekly payroll/timekeeping for sworn and civilian staff of 750+ employees.
  • Facilitate training and act as liaison with timekeepers throughout the Department to collect data for payroll processing.
  • Serve as a liaison between HCPD, County Payroll, and County HRIS to resolve payroll/data issues.
  • Develop, update, and modify codes, tables, indexes, reports, formulas, and other system applications; use a range of software applications (e.g., Microsoft Access, Telestaff, Workforce Central, Kronos, ADP) to implement business processes and produce detailed reports and data graphics.
  • Maintain data integrity by running queries, analyzing, and correcting any pay anomalies and errors prior to payroll release.
  • Maintain a general understanding of the work performed by employees in the assigned bureaus.
  • Assist ESD management in tracking retirements and vacancies; maintain accuracy on departmental vacancies and position control within County systems; use County’s applicant tracking system (ATS) to initiate employee requisitions for departmental vacancies.
  • Work with the OHR Family & Medical Leave Act (FMLA) Administrator to ensure timely and complete submission of required documentation; manage all related notifications and communication with employees, supervisors, and timekeepers.
  • Assist ESD management in ensuring compliance with HCPD regulations and procedures, Howard County Government policies, and all applicable federal and state laws related to overtime and leave requirements.
  • Identify best administrative practices; analyze and evaluate internal payroll and timekeeping processes to identify and minimize deficiencies; recommend and, with management approval, implement process improvements.
  • Produce timely and accurate statistical reports for ESD management to present to the Office of the Chief, County Administration, and for Public Information Act (PIA) requests.
  • Distribute and track departmental performance evaluations.
  • Process Personnel Action Forms (PAFs) (promotions, merit increases, transfers, retirements, etc.), Maryland Police & Correctional Training Commission (MPCTC) applications and updates, and personal leave adjustments.
  • Process biweekly, quarterly, and annual recurring payroll additions: officer specialty pay, fit test bonuses, clothing allowances, sick leave incentives, sick leave conversions, and annual leave carryovers.
  • Maintain union leave banks.
  • Assist internal and external customers as needed (in person, by phone, and email).
  • Oversee Payroll Section file maintenance and management.
  • Provide support for other members of ESD and components of the Department as needed.
Supervisory Responsibilities

This position supervises one (1) Administrative Support Technician III and one (1) contingent staff member.

Minimum Required Education/Experience

Bachelor's degree and one (1) year of related experience or an equivalent combination of education and experience.

Preferred Education, Knowledge, Skills, and Abilities
  • Strong working knowledge of Microsoft Office software applications:
    Word, Excel, and Outlook.
  • Experience with and strong working knowledge of HR payroll systems (ADP, Kronos, Telestaff, and Workforce Central).
  • Experience with and working knowledge of NEOGOV HR software and/or other ATSs.
