This is a position-specific recruitment for the Cecil County Assessments and Taxation Office. The resulting eligible list will be used solely to fill vacancies at this location. Individuals interested in future openings in the Assessor I, Real Property classification must reapply when new recruitments are posted. An Assessor I, Real Property is the entry level position for real property assessments. Employees learn to appraise residential real property at fair market value for use in the calculation of real property taxes. Employees in this classification do not supervise. Property inspections are required in all weather conditions.
Position Duties- Inspects residential real property and records technical details of property to update and maintain departmental property records following established guidelines as defined in the Maryland Assessments Procedures Manual.
- Prepares and conducts appeal hearings at the Supervisor, Property Tax Assessment Appeals Board and the Maryland Tax Court levels to defend the Department's estimate of value following procedures described in the Maryland Assessment Procedures Manual.
- Records technical data into the Assessment Administrator & Valuation System (AAVS) to maintain and update departmental property records in accordance with Departmental procedures.
- Analyzes existing market data and applies standard appraisal techniques to determine the value of land or buildings in accordance with the Annotated Code of Maryland Tax Property Article and the Maryland Assessments Procedures Manual.
- Interviews property owners by telephone and in person to gather and verify assessment related information following established procedures.
- Experience:
Four years of appraisal experience involving the valuation of real property. - Note:
Candidates may substitute the possession of a Bachelor's degree from an accredited college or university for the required experience.
Preferred Qualifications
- Relevant coursework you have taken in Math, Engineering, Business or Real Estate
- Appraisal experience involving the valuation of real property
- Possession of a Real Estate Sales License, Real Estate Broker License, or Appraiser License
Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.
