Overview
Health Services Administrator (O-6 Billet) Supervisory. The Health Services Administrator supervises healthcare operations at large ICE Health Service Corps (IHSC) facilities, ensuring compliance with policies and accreditation standards. Responsibilities include managing staff, overseeing contracts, monitoring programs, and maintaining high-quality care. The role requires adaptability in a detention setting.
Duties- Serves as the Responsible Health Authority (RHA), overseeing day-to-day operations of the healthcare services mission within the facility. Ensures organization and delivery of health care complies with applicable policies, accreditation standards, laws, and regulations. Collaborates with the Clinical Director and Nurse Manager as part of the Triad of leadership to establish processes and procedures that ensure high-quality care accessible to all detainees.
Serves as final approving authority for the facility schedule to support the mission. Maintains collaboration with ICE-ERO, Custody, and outside agencies as applicable. - Performs supervisory responsibilities including training and mentoring of the Assistant Health Services Administrator (AHSA) and Facility Healthcare Program Manager (FHPM). Provides administrative supervision to government employees within their rating chain and manages personnel issues. Plans, directs, organizes, coordinates, and controls overall administrative operations through supporting managers. Collaborates with RHSA and Chief of Health Operations on complex personnel and operational issues, providing resolutions.
Delegates tasks with high judgment and analyses, and provides program direction to supporting managers for mission accomplishment and accreditation standards. - Serves as Government Technical Monitor for all contracted services at the facility (e.g., staffing, translation, laboratory, hazardous waste disposal, air management, medical and dental equipment inspection, radiology). Monitors contracts for compliance, reviews invoices and vouchers, and coordinates with the contracting officer representative to ensure FAR compliance and proper contract implementations.
- Administers and monitors IHSC programs, including staffing, training, records management, clinical and nursing services, mental health, pharmacy, dental, medical records, administration, quality assurance, safety and security standards, public health, and environmental control. Develops and implements local policies aligned with clinical activities; monitors compliance with DHS/ICE/IHSC policies and accrediting bodies (ACA, NCCHC, PBNDS, FDS).
- Monitors and directs programs, documentation, reports, and mission data in accordance with timelines and accreditation standards. Tracks incidents and potential litigation, documents corrective actions, and ensures meetings are held and documented per policy.
- Maintains fiscal responsibility by managing the clinic budget, Government furnished property, and the local P-Card program to ensure adequate medical equipment and supplies. Communicates resource and funding needs with supporting documentation.
- Travel required up to 25% as directed by the Unit Chief of Health Operations.

- Requirements by Closing Date: meet all requirements by the closing date unless otherwise noted.
- Service Remaining Requirement Agreement: 18 to 24-month commitment to IHSC upon appointment.
- Assignment Pay Agreement: must not have a current Agreement; if you do, it must be fulfilled within 90 days of application.
- Applicants must be a current USPHS Commissioned Corps Officer; CAD candidates are not eligible. Civilians are not eligible.
- PHS officers must participate in IHSC TDY On-Call Schedule (ITOS).
- Minimum of a master s degree in healthcare administration or related field preferred. Three years of leadership experience, two years of program and service management experience, and one year of personnel management experience as a uniformed service officer.
