Essential Duties & Responsibilities
  • Oversee and plan procurement operations – Lead the overall purchasing program, including forecasting needs for supplies, equipment, services, and specialized items (e.g., inmate clothing, food services, medical/pharmaceuticals, canteen operations, warehouse stocking, property control, and recycling) to ensure uninterrupted facility operations and adequate stock levels.
  • Supervise procurement staff and functions – Manage teams handling purchasing, inventory, warehousing, and related tasks; assign work, provide training, and ensure compliance with policies, procedures, and regulations (e.g., using systems like BIS for purchasing requisitions, purchase orders, RFQs, and contracts).
  • Develop and manage sourcing, bidding, and contracting – Research market trends, develop specifications for bids/RFPs, solicit quotes, evaluate vendors, negotiate contracts, and award purchases while maximizing value, quality, and cost savings; ensure adherence to competitive bidding rules, small business preferences, and ethical standards.
  • Ensure regulatory and compliance adherence – Follow strict government procurement laws, departmental handbooks, state/federal guidelines (e.g., State Contracting Manual), security protocols, and standards for detention environments (e.g., preventing contraband risks in supplies, maintaining chain of custody for sensitive items like medical supplies).
  • Monitor budgets, expenditures, and cost control – Track procurement budgets, analyze spending, approve purchases, and implement cost‑effective strategies to stay within allocated funds while meeting operational demands in a 24/7 secure setting.
  • Manage supplier and vendor relationships – Evaluate, select, and monitor suppliers for reliability, quality, and timely delivery; handle performance issues, resolve disputes, and build long‑term partnerships suited to institutional needs (e.g., bulk food or hygiene suppliers).
  • Oversee inventory, warehousing, and distribution – Coordinate storage, receipt, inspection, and disbursement of goods to various facility areas (e.g., kitchens, medical units, housing units) while maintaining accurate records and minimizing waste or loss.
  • Coordinate with facility stakeholders – Collaborate with department heads (e.g., food services, medical, maintenance, security) to assess needs, resolve supply issues, and align procurement with operational priorities in a correctional/detention context.
  • Handle special procurement areas – Manage facility‑specific functions such as inmate canteen operations, fleet/vehicle supplies, clothing issuance, property control, or recycling programs.
  • Prepare reports and ensure accountability – Generate reports on procurement activities, spending, vendor performance, and compliance; conduct audits or quality assurance checks as needed.
