TxDOT’s El Paso District is searching for a Project Engineer to join the East Area Construction and Maintenance Office in El Paso, TX. This role offers valuable experience working on major and minor transportation projects, shaping Texas’s transportation system while supporting the Area Engineer. Responsibilities include project management, construction methods, contract administration, change order evaluations, dispute resolution, and coordination with governmental officials and private entities.

Current projects span El Paso, Hudspeth and Culberson Counties, including I‑10, Loop 375 and US 62/180, totaling more than $500 million.

• Assist in overseeing construction project traffic control plans and reviewing traffic control devices with Area Engineers.
• Assist in overseeing contracts, issuing work orders, monitoring construction schedules and contractor payments, and tracking job progress.
• Conduct pre‑construction meetings and public hearings.
• Monitor consultants’ progress and work quality; check invoices and associated documents; prepare supplemental agreements.
• Monitor contractors’ compliance with plans and specifications.
• Resolve differences between contractors and inspectors.
• Review change orders, supplemental agreements, memorandum agreements and extra work orders; review monthly and final estimates prior to submittal.
• Review shop drawings, plans, specifications, estimates, supplemental agreements and change‑order requests.
• Perform other job responsibilities as assigned.

Additional responsibilities include:

• Assist Area Engineers with construction contract administration matters.
• May serve as a lead worker and related tasks.

Minimum Qualifications:

• Bachelor’s degree in engineering or related science (a higher degree accepted by TX PELS). Related graduate‑level education may be substituted for experience on a 1:1 basis.
• 4 years of engineering, transportation engineering, or related experience (full‑time or prorated part‑time). 5 years may also be considered.
• Valid driver’s license at the time of application (state vehicle required).
• Licensed Professional Engineer. Professionals licensed in another U.S. state must obtain a Texas PE license within six months of hire.

Knowledge of:

• Construction engineering policies and procedures.
• Construction, operation and maintenance of traffic control devices.
• Applicable testing methods, processes and procedures.
• Critical Path Method for project management.
• Maintenance concepts, methods, policies and requirements.
• Planning, coordinating and handling multiple projects to meet deadlines.
• Leading, assigning, reviewing and monitoring the work of others.
• Using computers, applicable programs, applications and systems.

• Subject to indoor and outdoor environmental conditions.
• Subject to noise.
• Light work: lift up to 20 lbs. at a time and frequently carry objects up to 10 lbs.
• Balancing, walking, standing, crouching on various surfaces without falling.
• Speaking and exchanging ideas verbally.
• Hearing—normal speaking levels.
• Repetitive motion—substantial movements of wrists, hands, and/or fingers.
• Physically demanding; pre‑employment physical required.
