Education and Experience

Bachelor's Degree or higher in Energy Management, Engineering, Architecture, Physics, or a related field, and three (3) years of increasingly responsible professional experience administering an energy‑savings plan, monitoring and inspecting energy and water usage, or energy engineering, including one (1) year of supervisory experience.

Licenses and Certificates

Valid Texas Class "C" Driver's License or equivalent from another state by date of appointment. Certified Energy Manager (CEM), Certified Energy Auditor (CEA), or Master Energy Manager (MEM), within one (1) year of appointment.

Responsibilities
  • Under direction, establish and coordinate citywide energy and water efficiency initiatives, develop and administer plans for the acquisition of energy and water resources, issue competitive solicitations for energy resources, and negotiate energy and water resource contracts.
  • Develop and administer energy and water resources (electric, water, solar, and/or natural gas) plans. Involves:
    Developing short and long‑term plans and programs for meeting the City’s future energy resource needs; coordinating energy resources planning and development functions with stakeholders; assisting in negotiations related to energy resources contracts, rate cases, and agreements under management policy direction; participating in the development and implementation of rules and regulations that affect the energy and water resources; reviewing the impact of proposed and finalized statutes, rules, and regulations to inform the City’s position to federal, state, and local regulatory agencies;

    consulting with the City's legal staff regarding technical aspects of legal proceedings involving energy and water resources issues; presenting recommendations in written report form to management.
  • Acquire energy resources. Involves:
    Analyzing data, preparing reports and plans, maintaining energy management records in support of these, and conducting studies of work problems and procedures, organizational change, communications, and information flow; compiling and analyzing information on problems or procedures using statistical methods; coordinating with individual utilities to obtain information and to resolve customer complaints; evaluating departmental or individual utility operating procedures and making recommendations to promote continuous quality improvement and reduce customer complaints;

    organizing and documenting findings and preparing recommendations regarding new systems, procedures, or organizational changes for the supervisor and providing early warning regarding areas of emerging concern; conferring with management for procedural guidance and policy interpretation in conducting investigations into and the resolution of situations of an unprecedented nature.
  • Represent the assigned functional organization. Involves:
    Negotiating energy resource contracts; maintaining an active liaison with all organizations having energy resources related interests; advising the Utilities Department and City management regarding energy and water resource policy matters; communicating with the general public, other City officials, and staff from public and private organizations to provide information regarding the City’s energy resource plans, policies, and procedures; producing reports, agreements, and data analysis to inform policymakers, legal staff, management, and the public about energy resources issues;

    presenting City positions, both orally and in writing, to federal, state, and local regulatory agencies; representing the City on task forces and committees relating to energy resources issues; analyzing and verifying energy and water utility bills rendered to the utility; preparing local forecasts and recommendations related to energy and water resources acquisitions and development.
  • Plan, design, develop, implement, oversee, and evaluate programs to optimize economic utilization and resource conservation of power that will satisfy diverse operational requirements.
