Position: Instructional Specialist - Academic Language Programs (ALPS)

Overview

Improve the quality of education of YISD students by providing support to campus administrators in the development, implementation and assessment of instructional programs, projects, and initiatives in all academic language programs such as, but not limited to, English as a Second Language (ESL), Dual Language & Learners other Than English (LOTE). Coordinate or assist with coordination of the district’s ALP’s departments instructional programs in alignment to current state and federal mandates.

Provide leadership for the development and/or revision of district ESL, Dual Language, and Languages other Than English curriculum to be aligned with Texas Essential Knowledge and Skills (TEKS), and current state assessment instruments. Adhere to federal and state laws, as well as district policies, procedures, and regulations.

Essential Functions
  • Assist administrators and staff in the placement, testing and progress review of emergent bilingual students and students in other academic language programs to include vertical alignment, learning objectives, instructional materials, strategies. Ensure to assist administration in assessing effectiveness and quality of instruction through data disaggregation and interpretation aligned to state and federal reporting standards and performance levels.
  • Identify, coordinate, and/or facilitate district and campus-level professional development activities for teachers, administrators, and parents to include, but not limited to, curriculum planning, lesson design, and activities associated with effective instructional strategies and parental engagement efforts. Conduct follow-up sessions of professional development training.
  • Ensure the alignment of all academic language programs with the district strategic action plan to include dual language, LOTE and ESL.
  • Work with teachers and administrators in evaluating and selecting instructional resources to meet State Board of Education (SBOE) requirements and student needs for the overall improvement of instruction for all academic language students including dual language, LOTE, and ESL.
  • Assist in the collection, analysis and interpretation of dual language, ESL and LOTE students' performance data for program evaluation and other state program accountability purposes.
  • Serve as a mentor for all academic language teachers by providing them with staff development on classroom management and instructional strategies for all students participating in academic language programs.
  • Work closely with the Division of Academics Instructional Specialists in the area of teacher and administrator training along with other specialized programs to include Career and Technical Education (CTE), Special Education, and Advanced Academics.
  • Monitor the implementation of all academic language programs by making on-site visits on a consistent basis to dual, ESL and LOTE teachers, department heads and administrators.
  • Keep abreast of the latest research, trends and laws related to academic language development and cultivate relationships with professional and educational organizations.
  • Apply Professional Learning Community (PLC) practices at campus district level.
  • Assist in planning and implementing district and campus based decision-making processes.
  • Attendance at the work site is required to meet essential functions of the job.
Other Responsibilities
  • Participate in professional development activities as required by the district.
  • Follow established safety procedures and techniques to perform job duties; support district/department goals.
  • Maintain a professional code of ethics and perform other duties as assigned.
Qualifications

Master’s degree required. Five (5) years of experience as a teacher in dual language/ESL setting;
Bilingual/ESL certification/endorsement, required; experience providing professional development in specific core content areas and/or language development;
Bilingual (English/Spanish), preferred.

Mental Demands/Physical Demands/Environmental Factors

Maintain emotional control under stress; ability to work with frequent interruptions; prolonged use of computers and occasional prolonged and irregular hours; occasional district-wide travel. Valid Texas/New Mexico driver’s license; subject to the district’s drug and alcohol screening policy and regulation; must be insurable by the district’s auto liability insurance carrier.
