A Master's degree or higher from an ALA accredited college or university in library science or information and library science, and three (3) years of professional experience as a librarian, including 2 years of supervisory experience.

Under general supervision, manage the functions and operation of a City branch library.
Responsibilities- Develop goals, plans, programs, services, and procedures for a branch library. Involves determining needs of the assigned branch library based on local patrons' needs and wishes; deciding on the most appropriate collection for the location; ordering new books and magazines based on location; discarding old, outdated, or damaged materials; preparing programs and classes for the public including literacy programs, children's storytime, and computer training programs;
preparing synopsis of classes, materials, and resources necessary for the classes or programs; and participating in committee work. - Provide reference services. Involves guiding patrons to information using all forms of print, online and community resources; providing outreach services with area schools to promote literacy and library programs; developing and implementing programs, services, and special events to promote use of branch library resources and facilities; and speaking with community groups and non‑profit organizations to promote use of the library branch.
- Oversee designated administrative activities. Involves planning the annual budget for the branch library; developing projections of resources and personnel necessary to meet established goals and objectives; evaluating and determining priorities on equipment, furniture, or supplies; submitting the budget proposal to the Library Extension Services Administrator for approval; preparing reports and statistics for the branch; maintaining attendance, fees, and payroll records; participating in the overall administration of the Library System;
ensuring all repairs of the facility are completed in a timely manner to ensure a safe environment; and working with the Friends of the Library and other volunteers. - Supervise assigned staff. Involves scheduling, assigning, and reviewing operational and procedural activities; prioritizing and coordinating library branch activities; instructing, guiding, and checking work; appraising employee performance and reviewing evaluations by subordinates; providing training and development; enforcing personnel rules, regulations, and work standards; counseling, motivating, and maintaining harmony; and recommending transfer, discipline, merit pay, or other employee status changes.
