Payroll Manager Location – El Paso, TX

Essential Duties & Responsibilities- Oversee Payroll Processing – Manage the full payroll cycle for all facility employees, including calculating gross‑to‑net pay, processing bi‑weekly or semi‑monthly payrolls, handling direct deposits or checks, and ensuring timely and accurate payments.
- Ensure Compliance with Laws and Regulations – Stay current on and enforce federal (e.g., FLSA for overtime in shift work, FICA, FUTA), state, and local payroll/tax laws, as well as agency‑specific rules, union contracts (common in corrections for officers), and public employee retirement systems (e.g., PERS or similar). Handle special considerations like overtime for 24/7 coverage, hazard pay, or shift differentials.
- Manage Time and Attendance – Supervise collection, verification, and entry of timekeeping data (often from systems like Kronos or similar in secure facilities), including tracking overtime, leave accruals (vacation, sick, compensatory time), holidays, and shift assignments. Resolve discrepancies from timesheets or electronic systems.
- Handle Deductions, Benefits, and With holdings – Administer voluntary and involuntary deductions (taxes, retirement contributions, garnishments, union dues, health/life insurance premiums), manage employee benefits enrollment/changes, and ensure accurate reporting/payments to vendors or agencies.
- Prepare Reports and Reconciliations – Compile and submit payroll‑related reports, including earnings summaries, tax deposits, W‑2s, quarterly/annual filings, general ledger postings, and audit‑supporting documentation. Reconcile payroll accounts, investigate/resolve errors, and maintain accurate financial records.
- Supervise Payroll Staff and Systems – Hire, train, supervise, and evaluate payroll specialists or clerks. Oversee payroll software/systems, implement updates or enhancements, maintain data security (critical in secure detention environments), and develop procedures for efficiency and accuracy.
- Resolve Issues and Provide Support – Investigate and correct payroll errors, respond to employee/supervisor inquiries about pay, deductions, or leave, process adjustments (e.g., terminations, promotions, transfers), and coordinate with HR, finance, and department heads.
- Maintain Records and Audits – Ensure proper record retention for payroll documents per legal requirements. Support internal/external audits, prepare for reviews, and implement controls to prevent fraud or errors.
- Additional Context‑Specific Tasks in Detention Settings – Coordinate with facility HR or administration on unique aspects like payroll handling of any incentive/special pays. Ensure processes accommodate high‑security protocols for data access and confidentiality.
