Overview

Summary: The position is that of a high level Operating Accountant for Fiscal Service, working under the supervision of the Accounting Supervisor. The incumbent is responsible for the accuracy of the Fiscal accounts of the El Paso VAHCS and Community Based Outpatient Clinics and performs work for the Supervisory Accountant and the Supervisory Financial Management Specialist.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement. Time-In-Grade requirements apply for current Federal employees, and documentation must be provided as specified: an SF-50 showing time-in-grade eligibility (and an additional SF-50 if the most recent does not clearly demonstrate one year of time-in-grade).

Individual Occupational Requirement:
Degree in Accounting or a related field (such as business administration, finance, or public administration) that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (TRANSCRIPT REQUIRED) OR a combination of education and experience: at least 4 years of accounting experience and related college-level education/training providing professional accounting knowledge.

In addition, one of the following must be demonstrated: 24 semester hours in accounting/auditing; or a CPA or CIA certificate; or completion of a degree with substantial accounting/auditing coursework and demonstrated work at the full-performance level, supported by professional review. Specialized

Experience:

One year of specialized experience equivalent to at least the next lower grade (GS-09). Examples include thorough knowledge of accounting principles, auditing procedures, accuracy in computations, timely reporting, and maintaining fiscal accounts.

Education:

Three years of progressively higher level graduate education leading to a Ph.D. or equivalent doctoral degree may substitute for required experience. (TRANSCRIPT REQUIRED)

Combination: A combination of specialized experience and education may qualify. (Transcripts Required)

Mention all qualifying experience, including volunteer experience, with hours per week clearly indicated.

Physical Requirements:

The work is sedentary with potential movements between offices and travel for meetings. Light lifting (< 15 pounds) may be required. For more information, visit the OPM qualification standards.

Responsibilities (Duties)
  • Serve as the technical advisor to the Accounting Technician and provide guidance as needed.
  • Support the Supervisory Accountant, Supervisory Financial Management Specialist, and HCS Management.
  • Furnish management and staff with required financial statements and provide technical accounting advice on all phases of accounting, including data analysis and interpretation.
  • Maintain accounting records for all financial transactions related to VA activities within the jurisdiction of the HC.
  • Plan, prepare, analyze, and verify daily, weekly, and monthly financial reports generated by the Austin Financial Service Center to ensure complete and accurate data submissions to Central Office or VISN.
  • Record financial information accurately into financial systems and ensure data transmissions comply with accounting principles, procedures, and regulations.
  • Collaborate with accounting staff to ensure timely and accurate input into systems.
  • Serve as a technical advisor for employees in the Accounting Section.
  • Complete inter-station transfers of credits and charges for materials and services and resolve differences in inter-office accounts.
  • Reconcile subsidiary accounts for the General Post Fund to the FMS.
  • Perform other duties as assigned.
