Manager, Strategic Initiatives – 14-Month Term

The City of Beaumont is seeking a seasoned and strategic leader to fill a 14‑Month Term – Manager, Strategic Initiatives role within the Office of the Chief Administrative Officer (CAO). This position plays a critical corporate role, advancing high‑priority initiatives that require coordination across departments, political acuity, and strong execution discipline.

Reporting to the Deputy CAO, External Services, the Manager, Strategic Initiatives transforms direction into action—providing research, analysis, and practical recommendations to move complex, sensitive, and often time‑critical initiatives forward. This is an opportunity for a proven professional to operate at the centre of the organization, supporting Council, the CAO, and senior leadership on matters of strategic importance to the community.

What YOU’RE Responsible for:
Project Management of Strategic Initiatives
  • Lead strategic initiatives from concept through implementation, including project planning, documentation, execution, and reporting
  • Develop and manage project plans, budgets, contracts, timelines, and deliverables
  • Identify, assess, and proactively manage project risks and issues in collaboration with executive sponsors
  • Adjust plans and strategies to reflect shifting priorities, emerging risks, or changing conditions
  • Ensure initiatives are delivered efficiently, effectively, on schedule, and within approved resources
Relationship Building and Strategic Advocacy
  • Build and maintain strong working relationships across departments, external partners, contractors, and other levels of government
  • Influence outcomes and build alignment without direct authority
  • Prepare updates and materials for Council and senior leadership as required
Corporate Business Planning
  • Support the development, implementation, and maintenance of the Corporate Business Plan
  • Lead standardized operational reporting aligned with the corporate planning framework
  • Collaborate with departments to ensure alignment with Council direction and corporate priorities
  • Support risk management, performance measurement, analytics, and evaluation of programs and services
Communication and Research
  • Prepare high‑quality reports, Requests for Decision (RFDs), presentations, correspondence, and briefing materials
  • Conduct research, analyze complex information, and synthesize findings into clear, actionable recommendations
  • Monitor legislative, regulatory, policy, and political environments affecting strategic initiatives
  • Champion and communicate corporate priorities on behalf of the CAO’s Office
Supervision and Leadership
  • Provide leadership, technical guidance, coaching, and mentorship to the Grants Specialist
  • Support professional development, onboarding, and performance management
  • Ensure workflow planning, prioritization, and delivery meet quality, budget, and timeline expectations
What YOU Bring:
  • Undergraduate degree in Commerce, Public Administration, Political Science, or a related field
  • Minimum 5‑8 years of progressively responsible strategic and management experience, preferably in a public sector or complex organizational environment
  • Demonstrated experience in strategic planning, operational planning, project management, and working with consultants
  • Strong political acumen, judgment, discretion, and resilience
  • Exceptional written communication skills, particularly for complex and sensitive subject matter
  • Proven ability to influence, collaborate, and work effectively with senior leadership and elected officials
  • Ability to manage competing priorities and operate independently in a fast‑paced, high‑volume environment
