About the Role

The Client, in partnership with the Technology and Innovation Procurement team, is seeking an experienced Procurement Specialist to lead and support complex technology procurements.

This role is responsible for delivering transparent, fair, and efficient open procurement processes that align with public sector legislation, trade agreements, and enterprise IT standards.

This is a new position supporting high-impact technology initiatives across the Client's organization.

Key Responsibilities

Reporting to the Procurement Manager/Director, you will:

  • Lead end-to-end competitive procurement processes for technology initiatives

  • Develop procurement and contracting documentation aligned to business objectives

  • Draft and manage complex contracts, ensuring compliance with trade agreements and public sector policies

  • Provide strategic advice to business and IT stakeholders on procurement methodologies, risks, dependencies, and policy implications

  • Collaborate with project managers and IT leadership to align procurement activities with project scope, objectives, timelines, budgets, and benefits

  • Produce procurement deliverables for internal governance committees and steering groups

  • Monitor procurement progress against milestones, budgets, and resource plans

  • Support project scheduling, resource planning, and issue resolution related to procurement activities

  • Provide guidance to project teams to ensure timely and compliant procurement delivery

Required Qualifications Education & Certifications
  • Relevant post-secondary education in Supply Chain, Procurement, Business, or related discipline

  • Professional designation such as SCMP, CPPB, CPPO, CSPM, or equivalent

Experience
  • 8+ years public sector procurement experience

  • 8+ years contract drafting and contract management

  • 8+ years advising senior stakeholders

  • 7+ years experience with government trade agreements

  • 7+ years documenting application architectures within enterprise IT environments

  • 5+ years managing complex competitive procurement processes

Nice to Have
  • Experience supporting digital transformation initiatives

  • IT procurement experience

  • Financial and risk assessment expertise
