Reporting to the Assistant Deputy Minister, Treasury and Risk Management, you will lead a team of professionals responsible for developing and executing the borrowing program used to finance the province’s capital plan and provincial corporations. Your accountabilities will include implementing the province’s borrowing program and overseeing investment policy development and reporting for the Province’s endowment funds, including the Heritage Fund. You will ensure effective management of cash resources, recommend investment policies, and analyze the performance of endowment and investment funds.
In addition, you will provide advice and treasury services, working with other departments, corporations, and agencies on programs and strategies that require in‑depth financial expertise.
In this role, you will contribute to divisional planning, implement divisional and departmental initiatives, and collaboratively manage relationships with the Province’s Crown agencies and other provincial corporations to develop and implement appropriate financing and financial risk‑management strategies. Building and maintaining strong relationships with financial institutions and investors around the world will be critical to your success.
Qualifications
You bring extensive senior management experience in financial management, with a strong understanding of debt capital markets; fixed‑income and foreign exchange derivatives; and financial management and controls, including cash management, banking, loans, debt instruments, and financial derivatives. Your demonstrated leadership and interpersonal skills—combined with the ability to manage multiple priorities—enable you to effectively lead and mentor teams and build strong working relationships with external partners, internal stakeholders, and financial market participants.
Experience with government financial systems and procedures, as well as expertise in investment portfolio construction and the development of investment policies—ideally within the public sector—will be a significant asset. Your excellent negotiation and influencing abilities, together with strong problem‑solving and decision‑making skills, will further support your success in this role.
A related post‑secondary education is required; a graduate degree is preferred. A Chartered Financial Analyst (CFA), Certified Treasury Professional (CTP), Chartered Professional Accountant (CPA), or an equivalent designation is strongly preferred.
This Executive Director position offers a salary range of $5,758.44 - $7,567.65 biweekly.
