Levies & Agreement Specialist; Competition

Parkland County has an opportunity for a permanent, full‑time Levies & Agreement Specialist position in the Planning & Development Services department.

Reporting to the Manager, Subdivision Planning, the Levies & Agreement Specialist is responsible for overseeing Parkland County’s off‑site levy program, development agreements and securities program. This position will provide expert technical advice, manage and negotiate development agreements, and represent the County on various internal and external positions. The role is accountable for driving continuous improvement in programs and processes, ensuring efficiency and effectiveness.

It requires expertise in project management, off‑site levies, development agreement practices, legislation and policies, database management, and planning processes. The specialist will also support the Director and Department Managers on a range of projects, issues and applications while maintaining regular communication with leadership to ensure alignment on deliverables and, when necessary, seek assistance to advance projects.

• Bachelor’s Degree in Planning, Engineering or a related discipline.
• Registered as an Engineer‑in‑Training (EIT) with the Association of Professional Engineers and Geoscientists of Alberta is considered an asset.
• Eligibility for membership with the Canadian Institute of Planners and Registered Professional Planner designation in the Alberta Professional Planners Institute is desired.
• Five to seven years of experience, exhibiting strong project‑management skills, the ability to manage time effectively, juggle multiple deadlines and tasks, and work within irregular and tight timelines.
• Ability to attend to details while keeping big‑picture goals in mind.
• Understanding and application of provincial and municipal off‑site levies and development agreement policies, legislation, processes, procedures, and Statutory Planning documents in the Alberta context.
• Ability to take initiative to identify and resolve problems.
• Possess and exhibit strong skills in presentations to Council, community associations and government departments as required.
• Experience with geographic information systems (GIS) and computer‑assisted design (CAD) applications is an asset.
• Possession of a valid Class 5 driver’s license and satisfactory driving record.

The total rewards package for this position includes:

A starting annual salary of $100,500 to $108,700 with a maximum earning potential of $127,200, based on a 35‑hour work week and option to join the Earned Day Off Program.
