Senior Capital Planner

Role Responsibilities

Children and Family Services is seeking an experienced professional to lead the development and delivery of the ministry’s accommodation capital plan—ensuring facilities that support vulnerable children, youth, and families are safe, sustainable, and aligned with future service needs.

Reporting to the Director of Accommodations, Capital Planning and Administration, the Senior Capital Planner is responsible for leading development, implementation and ongoing management of the Children and Family Services (CFS) ministry accommodation capital plan and annual capital project submission. This includes a wide range of capital planning activities including assessment of existing ministry occupied and ministry supported agency occupied infrastructure as well as long-term strategic facility planning.

You will conduct financial analysis and risk assessments to support strategic decision making and guide recommendations to senior officials.

The position will develop and lead a prioritized facility renewal and maintenance capital grant program with targeted risk-based assessments. As required, the Senior Capital Planner will participate in project delivery, engaging with Infrastructure and ministry Senior Accommodation Planners and stakeholders to ensure projects are implemented to meet ministry operational requirements.

To be successful in this role, you will collaborate extensively with internal partners, other ministries, providers, and industry organizations to build consensus, coordinate priorities, and operationalize capital plans.

Key Responsibilities:

• Lead ministry-wide capital planning and budgeting:
Coordinate the annual capital plan, small tenant improvement projects and capital equipment budgets, and quarterly fiscal updates; review, analyze, and prioritize
capital project submissions to support decision-making.

• Assess, evaluate, and prioritize capital project proposals:
Analyze and score capital proposals using established criteria; prepare recommendations, scoring reports, and capital submission documentation.

• Develop and maintain the capital planning framework:
Research current and future capital needs, maintain scoring tools and processes, identify policy or process gaps, and recommend improvements to strengthen
transparency and consistency.

• Provide strategic oversight across the capital project lifecycle:
Support early project definition and provide oversight during implementation by monitoring scope, budget, schedule, risks, and alignment with approved
business cases and funding.

• Lead the Unsolicited Proposal (USP) process and capital grants:
Manage review of USP submissions, liaise with partners and INFRA, prepare capital grant documentation, and monitor funded projects for compliance and
performance.

• Build partnerships and support governance and reporting:
Collaborate with Corporate Finance, INFRA, Treasury Board and Finance, NGOs, and internal stakeholders; prepare briefings, reports, and updates to support
governance, accountability, and continuous improvement.
