The City of Edinburgh Council seeks to recruit a Treasury and Banking Officer to support the Council's Treasury Management function. The Council's Treasury Team manages cash investments on behalf of the Council, Lothian Pension Fund and other organisations of between £200m and £500m and has a debt portfolio in excess of £1.5bn.

Working with a small team, at the very heart of the Council, you will contribute to the delivery of a high quality Treasury Management service which meets the Council's strategic aims, objectives and statutory obligations. You will be the principal point of contact between the Council and both its bankers and its merchant services providers, ensuring the full use of the available banking services and assisting departments to address their banking and card payment acquisition requirements.

You will undertake dealing in the Money Markets as part of the Council's Cash Management function and work with procurement colleagues on the provision of Treasury and Banking related services.

You will also be involved in work to help procure funding for the Council's capital program including potentially capital market finance.

It is essential for the postholder to have an Investment Management, Treasury Management, banking or CCAB (Consultative Committee of Accountancy Bodies), or equivalent qualification. Where an individual does not possess such a qualification, relevant experience / demonstrated competence may be considered in place of the formal qualification requirements.

This position is subject to Basic Disclosure check. Where an individual has spent a continuous period of 3 months or more out with the UK in the last 5 years, an Overseas Criminal Record Check will be required. You will be required to provide this check. An unconditional offer of employment and commencement in the post will be subject to the outcome of both these pre-employment checks being deemed satisfactory.

Our salary range typically reflects the initial starting salary and annually increases until it reaches the top of the range.
