Position: Sector Program Manager (Construction)

Sector Program Manager – Border Security Infrastructure

Parsons is seeking an experienced Sector Program Manager to lead construction management for a major federal border security program. The role requires co-location at client border sites and will provide relocation support where necessary.

Key Responsibilities
  • Lead the Sector Construction Management Office (SCMO) with an estimated staff of 50 to 75.
  • Implement Parsons CM services to meet program goals: schedule, budget, safety, quality, and contractual obligations.
  • Coordinate with the client, other Parsons program staff, managers, and construction contractors.
  • Apply Construction Management processes across remote project sites for Design‑Build projects.
  • Develop solutions to technical and contractual challenges to maintain contractor progress.
  • Escalate issues and recommend solutions to regional and national managers and the client.
  • Track and report all field and construction progress key performance indicators: safety, quality, schedule, and work in place.
  • Manage all internal branch project phases: planning, mobilization, sustainment, and execution.
  • Recruit, hire, and onboard qualified personnel in collaboration with the HR/Talent Acquisition team.
  • Lead assigned projects to budget and provide oversight of the project portfolio to meet financial and schedule targets.
  • Identify risks and implement mitigation strategies within the national risk and control framework.
  • Assess future project needs and direct resource acquisition to meet performance metrics.
  • Execute corrective actions to address cost overruns, delays, or significant scope changes.
  • Monitor and report progress on all project activity within the sector.
Required

Skills & Qualifications
  • Bachelor’s degree in a related field (Engineering or Construction Management preferred).
  • Professional registration preferred (PE).
  • Project Management Professional (PMP) or Certified Construction Manager (CCM) certification.
  • 20+ years of experience managing life‑cycle program management on multi‑$M federal construction programs.
  • Strong written and oral communication skills.
  • Advanced leadership skills to perform in a senior management capacity.
  • Experience with federal government contracting, acquisition, procurement, pricing strategy, and negotiation techniques.
  • Profit and Loss (P&L) management experience.
  • Expert knowledge of standard practices for Construction Management.
  • Demonstrated risk assessment and mitigation across large construction programs.
  • U.S. citizenship and ability to pass federal background checks.
  • Valid driver’s license.
  • Ability to obtain DHS suitability determination.

  • Experience with web‑based project management information systems for submittals and quality assurance reporting.
  • Experience with design or constructability reviews, SOW development, technical specifications, and cost estimating.
  • Experience reviewing Critical Path Management schedules for multi‑discipline construction projects.
  • Ability to establish and maintain long‑term client relationships.
