Overview
Position Summary:
The HR Manager will be responsible for leading, managing, and executing the HR function and developing and evaluating human resource-related initiatives that support organizational strategic goals. The incumbent will manage every aspect of employment needs, oversee staff operations, business planning and budget development of HR programs. Plan and execute all human resources initiatives, recruitment, compensation, benefits, training, and employee relations. This position will lead a team of HR professionals to support the function.
Ensure policies, procedures and HR programs are consistently administered, aligned with organizational goals and compliant with state and federal requirements. This position is based in Edinburg, TX and reports to the CEO.
- Talent Acquisition: responsible for full-cycle recruitment; develop and manage procedures and practices for talent acquisition; partner with marketing to attract talent and build a bench for critical roles.
- Develop and manage orientation and onboarding processes, including implementation of 100-day plans.
- Coordinate with management on effective interviewing; train management in competency-based interviews.
- Develop expertise and network within the industry to source roles and build strategic partner networks for recruiting.
- Identify, recommend and implement process improvements to increase HR and Talent Acquisition efficiency.
- Collaborate with Leadership Team on talent assessment and retention programs for high performers (career paths, benefits, compensation, coaching).
- Develop internal programs for critical areas; partner with universities and technical schools for future talent development.
- Develop and manage compensation programs to support engagement and retention.
- Develop and implement HR infrastructure to support company goals, including training and leadership development and culture initiatives.
- Develop and manage performance management processes and talent assessment for all levels.
- Develop, build, and maintain training programs for critical technical skills; ensure coaching and training to improve communication and engagement; support core values and culture training.
- Implement organizational development, wellness programs, and job descriptions/scorecards; maintain up-to-date roles with leaders.
- Support backup and succession planning for critical roles; base decisions on data and analytics; leverage technology to measure HR program results.
- Lead employee engagement surveys (including ENPS) and recognition campaigns to foster a culture of excellence.
- Oversee HR management processes, mandatory training, and labor compliance; ensure compliance with laws and advise on legal implications of HR issues.
- Structure and administer payroll and benefits programs; plan and oversee the HR department budget.
- Develop and manage policies, records, and documentation; implement employee relations policies and surveys to improve job satisfaction and engagement.
- Manage PTO and Sick Leave; handle personnel issues, conflict resolution, performance issues, and disciplinary actions as needed.
- Lead HR department personnel and produce HR metrics reports.
- Coordinate internal and external audits to ensure compliance with labor requirements and implement improvements as necessary.
- Promote a culture aligned with company values and objectives; participate in planning and development of HR methods.
- Lead by example in company values and participate in special projects and workflow improvements.
- Bachelor’s degree in Human Resources or related field; PHR certification is a plus.
- 10+ years of HR experience; experience with exempt and nonexempt employees and operators/line staff.
- Strong track record in full-cycle recruiting, interviewing, onboarding, performance management, and training.
- Strong understanding of benefits, compensation, payroll, strategic planning, and US labor compliance.
- Proficiency in Microsoft Office (Excel, Outlook); bilingual English/Spanish preferred. Spanish fluency a plus.
