The City Assessor directs trained personnel in assessment and appraisal related activities to ensure Uniform Standards of Professional Appraisal Practice and statutory compliance.

This position also analyzes sales information and defends market and income valuation models for residential and commercial property assessments, develops statutory and statistical reports to describe the assessment results, validates the uniformity of assessments and supports assessed values before the Board of Review.

Requirements
  • Bachelor’s degree in finance, accounting, or a related field
  • State of Wisconsin certification at the level of Assessor 2 and 3 within 90 days of hire
  • Must possess or obtain (within 30 days of hire) and maintain a valid driver’s license
Preferred Qualifications
  • International Association of Assessing Officers (IAAO) Certified Assessment Evaluator (CAE) or an equivalent designation
  • 3 years of assessing or related experience
  • 5 years of supervisory experience
  • Master’s degree in a related field

Job Description Position Scope

The Assessment Division, a division of the Finance Department, is responsible for the appraisal of all real property in the city for the purpose of establishing uniform assessed values. The City Assessor plans, organizes, and reviews the work of property assessors and technicians engaged in preparing assessments. This position is responsible for administration of the property assessment function, including supervising the appraisal and assessment of all real property within the city, and directing related activities performed by the assessment staff.

The City Assessor directs trained personnel in assessment and appraisal related activities to ensure statutory compliance as well as compliance with the Uniform Standards of Professional Appraisal Practice. Many responsibilities related to the development of assessments are delegated to assistants. However, the City Assessor is responsible for the appraisal and development of assessments for commercial property and those properties requiring advanced technical analysis.

Functions
  • Plans, directs, and reviews the work of professional and technical subordinates engaged in the appraisal and assessment of real property. Ensures that assessments are made uniformly and accurately in compliance with generally accepted standards and Wisconsin statutes.
  • Analyzes sales information and develops market and income valuation models for residential and commercial property assessments.
  • Annually develops and files statutory and statistical reports to describe the assessment results and validate the uniformity of assessments.
  • Reviews, grants or denies property owner applications for exemption.
  • Assists the professional staff in establishing values for assessment purposes.
  • Reviews and resolves complaints involving the assessment process or assessment personnel.
  • Makes recommendations and assists the City Attorney in all matters which may result in litigation, represents the Assessing Division at meetings or speaking engagements, provides technical assistance or advice on complex or unusual valuation problems.
