Job Mission:

To be responsible for interacting with parliament as a stakeholder, position the organisation and implement strategic stakeholder engagement plans to support the organisation's strategic objectives.

Responsibilities
  • Formulate and implement parliamentary stakeholder engagement strategies and tactical plans
    • Establish strategic objectives for stakeholder engagement plans.
    • Formulate strategic deliverables within stakeholder engagement plans to support the stakeholder engagement strategies' objectives.
    • Research, develop, evaluate and/or participate in the development of relevant stakeholder engagement tactics aligned with the organisation’s strategic objectives.
    • Implement stakeholder engagement and tactical plans.
    • Monitor, evaluate the effectiveness of implemented engagement strategies and plans, identify and manage the implementation of required changes.
    • Liaise with policy makers within parliament during implementation of strategy.
  • Develop and manage a comprehensive management plan
    • Determine key stakeholders and their requirements.
    • Develop plans for managing stakeholder expectations and concerns.
    • Plan and manage all engagements and engagement methods between the organisation and parliamentarians.
    • Provide section inputs to the department budget for parliamentary activities.
  • Manage responses to parliamentary questions
    • Develop a comprehensive plan for channelling questions between parliament, government departments and the organisation.
    • Establish mechanisms to eliminate delays between government departments and the organisation.
    • Establish an internal channelling process for parliamentary questions to relevant specialists and/or managers.
    • Coordinate the provision of accurate and timely responses to all parliamentary questions.
    • Manage the response regarding parliamentary questions, including requests for the organisation to appear before parliamentary committees.
  • Monitor and report on parliamentary matters
    • Determine key role players within the organisation and externally.
    • Provide information, research assistance, and regular briefings regarding organisational objectives.
    • Manage the overall parliamentary process and internal and external liaison with members of parliament.
    • Ensure the Group Chief Executive (GCE) and EXCO members have effective support regarding parliamentary activities.
    • Solicit inputs from subject matter experts regarding matters to be lobbied at parliament.
    • Promote and enhance communication between parliament and relevant organisational structures.
    • Obtain, analyse, and interpret relevant legislation.
    • Identify and analyse the impact or nature of threats to the organisation.
    • Monitor and report on parliamentary matters such as legislation impacting the business.
  • Establish and maintain constructive and productive relations with relevant parliament stakeholders
    • Establish relationships regarding research and development of profiles for parliamentary stakeholders.
    • Interact with key parliamentary role players as a valued partner regarding organisational business objectives.
    • Advise and support relevant divisional and organisational management regarding parliament and national government stakeholder profiles.
    • Develop mitigating strategies for identified stakeholder management risks, opportunities and threats relevant to the business and advise on appropriate actions.
    • Participate in stakeholder interventions supporting divisional and organisational initiatives.
    • Participate in relevant forums, interventions, influencing and liaising with other divisions and stakeholders.
    • Review and/or prepare submissions to relevant parliament stakeholders regarding matters supporting the organisation's strategic objectives.
