Program Manager – Municipal & Transportation Engineering
CME Associates is recruiting a Program Manager for its Municipal Engineering Department.
The role focuses on overseeing multiple related projects, aligning them with business objectives, ensuring effective execution, and delivering expected value.
Responsibilities- Ensure all projects within the program align with strategic priorities: profitability, revenue growth, and resource management.
- Develop project plans, timelines, and budgets for specific projects with minimal supervision.
- Facilitate communication between team members, stakeholders, and clients.
- Monitor project portfolio, provide timely advice on anticipated delays, and ensure projects stay within budget.
- Own the progress of projects, escalating issues when metrics are at risk.
- Maintain strong client relationships and client expectations.
- Work with senior leadership on business development activities to achieve growth targets.
- Allocate resources effectively and coordinate internal resources and teams to uphold high quality delivery.
- Review site plan and subdivision applications submitted to Municipal Land Use Boards.
- Apply technical skills related to storm water, hydraulics, grading, land use planning, structural analysis, survey, etc.
- Consider health, safety, and environmental requirements in civil design development.
- Track project portfolio expenses to ensure budget compliance.
- Ensure project milestones and deliverables are achieved on schedule and within scope.
- Communicate project status, issues, risks, and changes to stakeholders and senior management.
- Act as the primary point of contact for clients.
- Lead, motivate, and mentor project teams for high performance.
- Oversee staff to ensure quality control checks meet specifications and client expectations.
- Bachelor’s degree in engineering, environmental science, surveying, construction management, or related disciplines.
- Professional Engineer (PE) or equivalent professional license required.
- 10+ years of experience in design, construction, or equivalent.
- 10+ years of experience managing and assisting in project management or client management.
- Certified Municipal Engineer (CME) preferred.
- Advanced proficiency in scheduling, resource allocation, and progress tracking.
- Proficiency in creating advanced Gantt charts, reporting dashboards, and resource management.
- Knowledge of cost estimation techniques and software.
- Basic knowledge of AutoCAD or Micro Station for design aspects.
- Experience with SharePoint, Adobe, or similar platforms to manage project documents.
- Basic knowledge of contract law and contract management tools.
- Knowledge of safety regulations such as OSHA.
- Ability to create proposals, technical reports, specifications, and other project documentation.
