Heavy Equipment Operator (HEO) – Water & Sewer Maintenance Division

HEOs operate specialized heavy‑duty motorized equipment, including at least 3 of the following:
Backhoe, Track‑hoe, Skid‑Steer, Excavator, Rubber Tire Loader, Front‑end Loader, Track Loader, dump truck, Jet Vac truck, flushers, and pump‑oriented water tanks. They work close to high voltage wires and within tight spaces. This position requires weekend rotation for stand‑by/recall, overtime, and/or call back for emergencies and all weather conditions.

Responsibilities
  • Operate construction equipment such as backhoes, excavators, dump trucks, front‑end loaders, rollers, compactors, camera trucks, and flush trucks.
  • Assist with coordinating maintenance operations; install, operate, and repair vehicles, signs, networks, cameras, pumps, pipes, water lines, radio systems, and other equipment.
  • Perform skilled plumbing, carpentry, concrete work, masonry, painting, welding, and HVAC preventive maintenance.
  • Inspect equipment, vehicles, and facilities; set up work‑safe zones, detour routes, direct traffic, and address safety issues.
  • Prepare reports and records, enter data, process work orders, and update related databases.
  • Perform other duties of a similar nature as assigned.
Minimum Qualifications & Experience
  • High School Diploma or equivalent (GED, HiSet, TASC).
  • Four years of equipment operation or technical repair experience related to the assignment.
  • Valid North Carolina Class A Commercial Driver’s License with satisfactory driving record.
  • Completion of job‑related safety training such as lock‑out/tag‑out, confined space entry, ladder safety, respirator use, and emergency evacuation.
  • Ability to safely operate at least 3 of the listed heavy equipment.
  • Comfortable climbing on equipment higher than 4 ft and working in tight spaces including trenches and confined spaces.
Additional Preferred Skills
  • 1+ year supervisory experience leading a crew.
  • OSHA Competent Person, Confined Space Entry, and Trenching/Shoring certifications, or obtained within 1 year of hire.
  • NC Grade C, B, or A Water Distribution certification.
  • NC Grade I, II, III, or IV Wastewater Collections certification.
