ResponsibilitiesThe primary purpose of this position is to provide leadership in the areas of administration, supervision, coordination, and day-to-day operations of the Child Support Program. The position provides direct supervision to four Child Support Supervisors and one Staff Development Specialist and indirect supervision to a large staff of Senior Child Support Agents along with Administrative Processing Assistant positions. This position is responsible for:
- Strategic planning for the child support division based on established guidelines, statutes, regulations, policy, and program needs.
- Planning with and monitoring staff to ensure accurate records, controls, and reports are generated and maintained.
- Planning and coordinating activities to locate non-custodial parents, establish, enforce, and distribute support orders.
- Strategic planning with supervisors regarding work operations priorities, deadlines, and short- and long-term goals for the division.
- Active and terminated child support case management in the CSE Automated Case Tracking System to ensure timely entry and termination.
- Assisting with budgeting, internal planning, community planning, and community relations.
- Thorough knowledge of the Child Support Enforcement Program; related legal procedures, judicial operations, office management practices, supervisory practices, and management techniques.
- Skill in interviewing, investigating, and analyzing case variables.
- Ability to organize and summarize case information.
- Ability to represent the program in oral and written form.
- Ability to plan, direct, monitor, and develop the program.
- Coaching, counseling, training, and motivating staff.
- Child Support supervisory and management experience.
- Presentation and public speaking skills (written and oral).
- Technical knowledge (computer skills, automated systems).
Graduation from high school plus six years of experience in investigative, judiciary, eligibility, attorney's office, or related work, including two years of IV-D experience and two years of supervisory experience; or four year degree plus three and one-half years of experience in the Child Support Enforcement Program; or an Associate of Arts Degree in business, human resources, law enforcement or closely related field and four years of experience in investigative, judiciary, eligibility, attorney's office, or related work, including two years of IV-D experience.
PreferredRequirements
- Extensive years of experience supervising/managing a child support division in North Carolina at the state or county government level.
- Ten years of IV-D experience.
- Ten years of child support experience.
- Five years of supervisory experience.
