Volunteers of America Chesapeake & Carolinas is seeking a Program Director to manage housing programs serving individuals who are homeless or at risk of homelessness within the service areas. The role will work closely with the Vice President of the Carolinas Territory and the Director of Operations to ensure service delivery, program direction, and grant compliance.

• Lead program strategy, planning, and continuous evaluation of Housing and Supportive Services programs, ensuring alignment with evidence‑based practices and veteran‑centric care models.
• Serve as primary liaison between VOACC programs and funding/regulatory entities, including VA, HUD, and local Continuums of Care.
• Ensure full compliance with federal, state, local, and contractual regulations, including SSVF program guidelines and CARF accreditation standards.
• Oversee program operations, fiscal integrity, and timely documentation of expenditures; report budget variances to the Vice President of the Carolinas.
• Conduct regular monitoring and annual evaluations of program activities using established performance frameworks; implement corrective actions to enhance service quality.
• Provide data‑driven recommendations to improve program outcomes and service delivery for Veterans and their families.
• Recruit, onboard, supervise and develop staff across multiple locations, ensuring performance evaluations, professional development, and continuous training in trauma‑informed care and related competencies.
• Oversee intake prioritization and case management for high‑acuity Veterans, ensuring timely access to services and completion of assessment and family service plans.
• Strengthen partnerships with Continuums of Care, legal service providers, and local community organizations to expand supportive services for Veterans.
• Maintain accurate client records and program documentation; ensure facilities and vehicles comply with safety and maintenance standards.
• Coordinate fundraising, volunteer engagement, and community outreach efforts in collaboration with the Vice President.
• Perform additional duties as assigned by the Vice President or designee.

• Master’s degree in human services, social work, or related field.
• Preferred credentials:
  Licensed Clinical Social Worker or Licensed Clinical Addiction Specialist.
• Minimum of five (5) years’ experience working with homeless individuals and families, including veterans; at least three (3) years of supervisory and administrative experience.
• Minimum of three to five (3‑5) years of experience in financial management, budgeting, and program planning.
• Demonstrated leadership in multi‑site operations and nonprofit financial stewardship.
• Strong problem‑solving, execution, and interpersonal communication skills.
• Proficient in Windows applications (Word, Excel, PowerPoint, email).
• Ability to use independent judgment, address conflict, and find resolutions.
• Strong commitment to diversity, equity, and inclusion.
• Bilingual language skills are a plus.

• Direct experience as a Veteran, spouse, or immediate family member of a Veteran (lived experience).
• Experience serving high‑vulnerability populations and homelessness prevention/rapid re‑housing.
• Leadership across multi‑site operations and nonprofit fiscal stewardship.
• Knowledge of and experience with VA/VHA programs and services.
