GENERAL STATEMENT OF JOB

The Senior Budget and Grants Analyst provides advanced financial, analytical, and technical expertise to support GoTriangle's operating and capital budgeting, financial forecasting, and grant management activities. This role leads complex financial modeling, budget analysis, and reporting to support strategic decision‑making and ensure effective stewardship of public funds. The position plays a key role in monitoring financial performance, identifying trends and risks, supporting grant compliance and reporting, and improving financial systems and processes.

The Senior Budget and Grants Analyst works closely with department leaders, finance staff, and grants management to optimize resource allocation and ensure adherence to funding requirements and agency policies. This position reports to the Assistant Director of Budget and Grants.

ESSENTIAL DUTIES AND RESPONSIBILITIES
  • Lead preparation, monitoring, and analysis of operating and capital budgets across departments.
  • Develop and maintain advanced financial models for forecasting, long‑range projections, consolidation, and scenario analysis.
  • Analyze budget variances, trends, and financial performance; provide clear recommendations to management.
  • Prepare high‑quality financial reports, dashboards, and presentations for leadership and internal stakeholders.
  • Support grant financial management, including tracking expenditures, monitoring compliance, and preparing required financial reports.
  • Assist in the development of grant budgets and financial components of grant applications.
  • Monitor grant timelines, deliverables, and funding utilization to ensure adherence to award requirements.
  • Ensure accurate documentation to support audits, compliance reviews, and external reporting.
  • Evaluate financial processes and systems; recommend and implement improvements to enhance efficiency and accuracy.
  • Collaborate with department leaders to support informed decision‑making and resource planning.
  • Participate in cross‑functional financial initiatives and special projects.
  • Provide technical guidance and mentoring to junior analysts as needed.
  • Perform other duties as assigned.
MINIMUM QUALIFICATIONS AND STANDARDS REQUIRED
  • Bachelor's degree in Finance, Accounting, Public Administration, Business Administration, or a related field;
    Master's degree preferred.
  • Minimum of six (6) years of progressive experience in budgeting, financial analysis, and/or grants management, preferably in a public sector or transportation environment.
  • Strong knowledge of governmental budgeting practices, financial reporting standards, and grant compliance requirements.
  • Advanced proficiency in Excel and financial management systems; experience with ERP platforms such as Microsoft Dynamics 365 preferred.
  • Experience using Power BI or similar data visualization and reporting tools.
  • Demonstrated ability to develop complex financial models and analyze large datasets.
  • Strong organizational skills with the ability to manage multiple priorities and deadlines.
  • Excellent written and verbal communication skills, including the ability to present complex financial information clearly.
  • High level of accuracy, integrity, and attention to detail.
  • Ability to work independently and collaboratively in a team‑oriented environment.
Working Conditions

Works in an office environment where there is minimal exposure to dust, noise, or extreme temperatures. May be moderately exposed to unpleasant working conditions to include dust, noise, temperature, weather, petroleum products, and chemicals while visiting operating facilities, during which the incumbent should observe all policies and procedures, safety precautions and regulations, and use all protective clothing and devices provided.

Physical Requirements

Sedentary work:
Exerting up to 10 pounds of force occasionally and/or a negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects, including the human body. Sedentary work involves sitting most of the time. Walking and standing are required only occasionally.
