The NC Department of Health and Human Services seeks contract resources to assist with the training and implementation of the Child Welfare Information System (CWIS). The primary purpose of the trainer/content developer is to analyze CWIS functionality to develop and deliver classroom facilitator-led learning solutions and eLearning courses to support system implementation. This position will work closely with the Training Lead, Business and Agile Teams, the Development Team and other subject matter experts to understand requirements, design training and develop course materials, develop and maintain Adobe Frame Maker templates and scripts, and maintain/revise training materials for instructional training of adult learners.

The resource will also be responsible for providing effective and creative classroom and virtual facilitation of training for all levels of employees who oversee and administer Child Welfare programs in CWIS.

• Analyze CWIS functionality to develop and deliver facilitator-led learning solutions and eLearning courses.
• Design training and develop course materials in collaboration with Training Lead, Business/Agile, Development teams and subject matter experts.
• Develop and maintain Adobe Frame Maker templates and scripts; maintain/revise training materials for adult learners.
• Provide effective classroom and virtual facilitation of training for all levels of CWIS program staff.

• Experience in curriculum design and developing training materials for adult learners – Required 3 Years
• Understanding of social services programs that drive county, regional, and state staff efforts – Required 3 Years
• Research and evaluate NC FAST case management software to translate functionality into learning materials – Highly desired 3 Years
• Assist with scheduling, preparation for, and participation in quality assurance checks on training materials – Required 3 Years
• Experience working with training developers, program SMEs, technical support to ensure effectiveness – Required 3 Years
• Experience in business analysis and MS Office Suite (Word, Excel, PowerPoint) – Required 3 Years
• Experience in Learning Management System (LMS) technology such as Moodle, XML, HTML – Required 3 Years
• Experience in instructional design for computer-based training and learning program design systems – Required 3 Years
• Experience with training applications such as Adobe Frame Maker, Adobe Captivate, Camtasia, Photoshop, Visio or equivalents – Required 3 Years
• Experience developing dynamic instructional materials with interactions and simulations – Required 3 Years
• Experience developing interactive media presentations to enhance online learning – Required 3 Years
• Experience leading training sessions in person, virtual, and/or webinar formats – Required 3 Years
• Ability to assist with basic application software and hardware support – Highly desirable
• Strong understanding of internet concepts and web technology – Highly desirable
• Clear communication in oral and written form and ability to work with diverse groups – Highly desirable
• Experience evaluating student progress and making recommendations for continued training participation; curriculum and learning effectiveness – Required 3 Years
• Providing feedback on learning curriculum and methodology to ensure program relevance and user comprehension – Required 3 Years
• Knowledge of NC FAST and the Medicaid Program in NC – Highly desired 2 Years
